SUMMARY:
Transportation Engineering has operational responsibilities that include traffic engineering(accident
review and mitigation,channelization, signage, ROWmanagement, multi-modal facilities, etc.,) traffic
operations(signal timing, LOS, throughput evaluation and optimization, etc.,) local comprehensive
planning, regional and countywide transportation planning committees (PSRC, RPEC, RTOC, BPAC,
Freight Advisory, PRTPO, KRCC, ADA, Complete Streets, etc.,) along with capital program design
andconstruction. The span of responsibilities is excessive and cannot be managed successfully by
a single Managing Engineer. The requested new Managing Engineer Transportation Capital
Programposition will allow workload to be separated to concentrate the responsibility for all capital
construction, grant pursuit and management under a single managing engineer, and allow the
Managing Engineer Transportation to focus on traffic engineering, operations,and planning.

FISCAL IMPACTS(Include Budgeted Amount): The cost of the new position is $174,531. Due to
vacancies in 2022 a budget adjustment for Engineering General Fund is not required.
