Hydrogeological Oversight forWell Drilling
Department: Public Works & Utilities
(Wells 7R and 9R)
Presenter: Cami Apfelbeck
Phone: (360) 473-2315
SUMMARY:This agreement provides hydrogeological oversight of the drilling and construction of
two production wells to replace existing wells nowout of operation. In 2021,Well7suddenly and
dramatically lost efficiency which was determined to be unrecoverable, and the well was taken out of
service. Well 7 was animportant deep aquifer well in the Anderson Creek Wellfield. The wellfield
provides ~20% of overall production on average and serves as critical backup when the surface
water system is shut down. Well 9, whichcollapsed and was taken out of service in 2010, is one of
only three wells serving East Bremerton. Not only is the replacement urgently needed to meet high
summertime demands without exhausting the remaining two wells, but replacement must be
completed before the end of the year in order to meet awater rightspreliminary permitdeadline.
Well design and construction is a complicated process that requires a team of consultants and
contractors: a hydrogeologistandengineerto site and design the well and provide oversight of
construction and testing;aconstruction contractor to prepare the drilling site for appurtenances,
access, utilities, and work areas; and awell-drillerto drill the well. This is the agreement to secure
the hydrogeologist. Engineering will be bringing forward agreements to secure the remaining
services.
