SUMMARY:This project will remove debrisfrom the beachas in-kind mitigation for the Department
of Natural Resources (DNR)to allow the City to decommission in place approximately 1000 feet of
buried sewer mainin State-owned tidelands.This sewer infrastructure was decommissioned in 2020
during the Sewage Pump Station CW-4 Upgrades projectand is 4-5 feet deepin the beach.Rather
than an extremely disruptive excavation to remove this buried infrastructure, the in-kind mitigation will
remove creosote piling, failed concrete and rock armoring, exposed pipes and other manmade debris
from the surface of the beach. The limits of the work are approximately 400 feet west of Ohio
Avenue to the Warren Avenue Bridge.
The City received six (6) proposals to complete the work. Brumfield Construction, Inc. submitted the
selectedproposalfor$207,698.40 (which includes sales tax).The City usedthe small works roster
proceduresdescribed in RCW 39.04.155to select this contractor.

Brumfield Construction, Inc. in the amount of $207,698.40 (including sales tax);and authorize the
Mayorto finalize and execute the agreement with substantially the same terms and conditions as
presented.
