SUMMARY:
Bremerton is a partner of the West Sound Stormwater Outreach Group (WSSOG), a consortium of
west sound citiesand Kitsap County,established through an Interlocal Agreement (ILA) with Kitsap
County. WSSOG develops, implements, and fundsMunicipal Stormwater Permit-required public
education and outreachefforts using cost share allocation and staff engagement to provide
consistent messaging which reducesthe costof having anindividual program. WSSOG:
1.Workscooperatively to help meet requirements of the Municipal Stormwater Permit for
education designed to reduce or eliminate behaviors and practices that cause or contribute to
adverse stormwater impacts.
2.Savescosts by sharing expertise, expenses, and staff time for efficiency that avoids
duplicationand inconsistency.
3.Worksto help fulfill education and outreach requirements of local Total Maximum Daily
Loads.
4.Benefitscitizens of the West Sound by providing consistent outreach and messaging.
5.Gainsenhanced access to federal, state, and other financial and technical support through
coordination among Permittees with adjoining or shared geographic areas.
This ILAauthorizes the City of Bremerton to continue as a member of the WSSOG.

FISCAL IMPACTS(Include Budgeted Amount):
The current ILA is funded in the approved 2022Stormwater Operations budget.The new ILA would
be funded in Stormwater Operations for $21,269.00per year, totaling $63,807.00,beginning in 2023
and ending in 2025.

RECOMMENDED MOTION:
Move to approve the Interlocal Agreement with Kitsap County for Bremerton to participate in the
West Sound Stormwater Outreach Group;and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
