This project also includes the installation of small municipal pump stations, individual grinder pump systems, and the low-pressure sewer (LPS) mains and force mains required to redirect flow from individual waterfront properties away from the beach sewer to an existing upland sewer system. The proposed project will eliminate approximately 1,900 feet of gravity sewer, 13 side sewers (laterals), and 5 manholes, all buried along the beach. The section of sewer main to be decommissioned is located along the shoreline immediately north of the Manette Bridge, starting at Sewage Pump Station EB-2 and ending at a new City Pump Station to be built near the current location of Combined Sewer Overflow Structure No. 4 (OF-4). The overall goal of the project is to eliminate gravity sewer infrastructure in marine tidelands that is difficult to maintain and potentially deleterious to the marine environment. This project is funded by a Clean Water State Revolving Fund (CWSRF) Loan for $2,300,000 from the Washington State Department of Ecology (Ecology) that expires on December 31, 2022 (Ecology Agreement). CONTRACT MODIFICATION FOR ADDITIONAL SERVICES The original scope included using multiple E-One grinder pumps to collect and pump flow from the apartment complex and residences that contributed to the gravity sewer at the end of E. 16th. However, due to the complexity of the electrical upgrades that would be required at the apartment complex, the City has elected to design and install a single new City pump station at the end of 16th Street and decommission existing Overflow Structure #4 (OF-4). This City pump station was not included in the original scope of work for the project. The additional scope included herein is for consulting services to support this effort, as well as additional survey work for boundary line determination where buildings and residences are located very close to property lines which may affect siting of grinder pump tanks and discharge lines.
