SUMMARY:
AMemorandum of Agreement (MOA)betweenthe City of Bremerton and the Washington State
Department of Fish and Wildlife (WDFW) has been negotiated to allow theSchley Canyon Culvert
Repair.As mitigation for perpetuating a fish passage barrier, the City agrees to provide offsite,in-
kind compensatory mitigation in the Anderson Creek watershed by removing two City-owned
concreteand earthendams. These dams were constructed in the early 1900sto provide municipal
water to the Cityand have not been in use since the 1960s.

FISCAL IMPACTS(Include Budgeted Amount): There will be two separate projects to complete
the work associated with this agreement:
1.TheSchley Canyon Culvert Repair Project is funded by the Stormwater Utility Capitalfor
$600,000.
2.The Anderson Creek DamRemovalsProject is funded by the Water Utility Capital for
$1,560,000.

RECOMMENDED MOTION:
Move to approve the Memorandum of Agreement with the Washington State Department of Fish and
Wildlife,and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented.
