SUMMARY:
Since early 2020 the City began requiring all permit applications to be submitted online. Our
permitting system does nothave the ideal online user-interface and it was desirable to find a
software solution to assist our customersto make the application process easier. During the
development of the 2022 Budget $50,000 was set-aside to fund a software solution to improve our
online applicationportal.We have researched available solutions and looked to other agencies in
Kitsap anddetermined that Camino Inc.had the best solution that would work well for our applicants
and staff. Kitsap County and Bainbridge Island are local agencies that also use Camino Inc. services
for their online applications.Community Development would like to move forward with a professional
services contract with Camino Inc. to improve the online permit applicationportal.

FISCAL IMPACTS(Include Budgeted Amount): DCDbudget has an annual budget of
$50,000set aside for this proposal. This is a three-year contract, with the option ofongoingrenewal
of subsequent twelve-month terms. The first year of implementationitis anticipated to have an
annual cost not to exceed $26,000 and the following two years are anticipated tohave an annual
costof$21,000.The Cityassesses a technology fee on most permits that helps offset costs of
permitting software annual fees.
