SUMMARY: On October 21, 2009, Council adopted Resolution No. 3099 rescinding Resolution No.
3058 and updating the procedures for use of MRSC Rosters for the Small Public Works process. The
City is now rescinding Resolution No. 3099 as additional changes to the RCW have occurred. Per
current RCW, the bid limits of Small Works contracts are updated changing the definition of a Small
Public Work from $300,000 to $350,000. Additionally, the dollar amount requiring notification to all
vendors on the roster increased from $200,000 to $250,000 and finally, the definition of a Limited
Public Work has been increased from $35,000 to contracts valued at under $50,000. The proposed
resolution removes references to the dollar limits previously included in Resolution No. 3099, as well
as many of the restatement of allowances already provided to the City under RCW 39.04.155. These
changes allow City of Bremerton staff to quickly respond to updates to this RCW in the future.

RECOMMENDED MOTION: Move to adopt Resolution No. 3345 rescinding Resolution No. 3099
and update the Small Works Roster process to align with the new limits as allowed per RCW
39.04.155 and award public works, consulting services, vendor supply, architectural, engineering and
other professional services via the MRSC Roster process.
