SUMMARY: Washington State Department of Ecology has awarded the city a grant to support the
Stormwater Management Action Planning requirement of the SW Permit. Stormwater basin planning
is a detailed evaluation of the impact of runoff on water quality in receiving waters around Bremerton.
This planning effort is a requirement in the Stormwater Permit and includes two 30% designs for
stormwater treatment projects in priority areas and establishes the foundation for prioritizing future
stormwater treatment retrofit projects.

FISCAL IMPACTS (Include Budgeted Amount): $210,000: $157,500 grant funding and $52,500
(25% match) from Stormwater Utility Operations Funds. Project is in the approved 2022 Budget.

RECOMMENDED MOTION:
Move to approve the Bremerton Stormwater Watershed Planning Grant Agreement with the State of
Washington Department of Ecology, and authorize the Mayor to finalize and execute the agreement
with substantially the same terms and conditions as presented.
