SUMMARY:Thecontract amendment extends and funds work to improve Kitsap Lake water quality
through Phoslockapplication, submerged aquatic vegetation harvesting, and invasive vegetation
control on the shoreline by AquaTechnex LLC.,through December 31, 2022.Phoslock reduces
available phosphorus to eliminate blue-green algae blooms and restores water quality toan
acceptable condition for use by human, animal, and fish. Harvesting removes excess aquatic
vegetation biomass to reduce phosphorus released during decomposition. AquaTechnex will treat
the lake with Phoslock in May and begin harvesting in Julyof 2022with a second partial Phoslock
treatment in August. NPDES Permit coverage is in place and will be renewed during the 2022
contract term.

FISCAL IMPACTS(Include Budgeted Amount):The 2022 project cost is $175,000 with
expenditures split between the Stormwater Capital Fund ($87,500), and the General Fund ($87,500).

RECOMMENDED MOTION:Move to approve Contract Modification No. 4to the Goods and
Services Agreement with AquaTechnex LLCin the amount not to exceed $175,000.00 for a total
amended contract amount of $565,571.25, including this Contract Modification; and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
