Introduction:
The following Scope of Work delineates supplemental tasks to be performed in addition to the original
agreement between Skillings, Inc. (Consultant) and the City of Bremerton (City).
Skillings, Inc. has been selected by the City of Bremerton to provide design engineering, environmental, and
right‐of‐way acquisition services for the reconstruction of Washington / 11th from the Manette Bridge to
Pacific. In addition to that project, the City previously added work to improve the existing sidewalk adjacent
to the lower portion of Washington Avenue (Lower Sidewalk). Northbound Washington Avenue splits into
an upper and lower section after the Washington Avenue/Manette Bridge intersection. The City also
intends to upgrade the water mains within the vicinity of the two intersections of 11th Street at Pleasant
Avenue and Highland Avenue.
Based on comments from residents adjacent to the project, the City intends to revise the previously
completed alignment of the Washington / 11th Street, redesign of the roadway, and replacement of the
existing rockery wall on the west side of Washington Avenue with a new CIP or soldier pile wall. Work along
the lower portion of Washington Avenue will consist of redesign to reflect the parallel parking option
presented to the community which includes improvements to curbs, road surface, a 4‐ft sidewalk with ADA
turnouts, and storm drainage.
Project Assumptions:
This scope of work is based on the following general assumptions:
The project will be developed as a single package. Bid alternates, bid additives, or subsequent
repackaging of the project into separate phases is not included.
Landscaping and irrigation design are not included in this scope of work or fee.
It is assumed that there are no contaminated soils within the project limits.
WORK ELEMENTS
Task 301 – Geotechnical Investigations for Wall
Consultant will contract with HWA GeoSciences, Inc. (HWA), Subconsultant, to provide supplemental
geotechnical investigation and design parameters for the new wall replacing the existing rockery wall along
the west side of Washington Avenue.
PROJECT BACKGROUND
At this time HWA has submitted a draft report for which most of our scope was completed, except for the
design of the wall that was proposed along the eastern side of the roadway alignment. At this time, we
understand that the wall along the east side will be instead consist of widening the sidewalk and

reconstructing retaining walls along the west side of the sidewalk. Walls are anticipated to have exposed
wall heights between 4 to 7.5 feet. Geotechnical services associated with evaluating suitable wall types for
wall construction are desired to complete the design for the sidewalk. To provide these support services,
we propose the following tasks:
HWA Internal QA/QC for Geotechnical and Pavement Tasks: HWA will have all design calculations
and recommendations reviewed by a senior principal prior to distribution to the design team.
Task Coordination and Management: HWA will provide geotechnical task management to all
geotechnical related aspects of the project and will correspond with Skillings and the design team
in the form of emails, fax, and telephone calls, as necessary. HWA will also prepare monthly
invoices, and progress reports for the duration of the design phase of the project.
Site Reconnaissance: HWA will make one site visit to observe the existing site conditions along the
sidewalk alignment where the proposed walls will be installed.
Review Proposed Wall Cross‐Sections and Evaluate Constructability of Wall Alternatives: Based
on data supplied to HWA for proposed wall locations, heights, and roadway proximity, HWA will
evaluate the suitability of using either cantilever walls or soldier pile walls. Recommendations for
each suitable option will be provided to be incorporated into design of the proposed
improvements.
Wall Alternative 1, Cantilever Wall Design Parameters: For walls determined to be constructed as
cantilever walls, HWA will develop design active and seismic earth pressures, nominal and service‐
level bearing capacities, sliding resistances, and perform global stability checks.
Wall Alternative 2, Soldier Pile Design Parameters: For walls determined to be constructed as
soldier pile walls, HWA will develop design earth pressure diagrams and minimum
recommendations for pile spacing and widths for passive pressures.
Provide Recommendations for Temporary Excavations and Shoring: HWA will provide input for
temporary excavations and shoring, as they relate to wall construction.
Provide Earthwork Considerations for Construction: HWA will provide input for earthwork
considerations as it relates to subgrade preparation and type and placement of backfill behind
walls.
Provide Miscellaneous Consultation for Implementing Geotechnical Recommendations: HWA will
provide additional support as needed for the implementation of geotechnical recommendations
during design and construction.
Update Existing Geotechnical Report for Wall Alternatives: HWA will update the existing draft
geotechnical report with proposed recommendations for the wall alternative described. Once we
receive comments, we will incorporate them into a Final Geotechnical Report for the Project.
Review PS&E Documents: HWA will review PS&E documents for design consistency with our
geotechnical recommendations.

Subject: SUPPLEMENTAL SCOPE OF WORK
GEOTECHNICAL ENGINEERING SERVICES
Bremerton Roundabout at Washington and Manette with
Improvements on 11th Street
Bremerton, Washington
Dear Mr. Lee,
Thank you for the opportunity to present this proposal for HWA GeoSciences Inc. (HWA)
consulting services. As requested, HWA has prepared the following supplemental scope of work
and associated cost estimate for geotechnical engineering services in support of the Bremerton
Roundabout and 11th Street Improvements project in Bremerton, Washington. The work scope
and cost estimate are based on our present understanding of the work to be accomplished,
established in our prior correspondence regarding the project.
PROJECT BACKGROUND
At this time HWA has submitted a draft report for which most of our scope was completed,
except for the design of the wall that was proposed along the eastern side of the roadway
alignment. At this time, we understand that the wall along the east side will be instead consist of
widening the sidewalk and reconstructing retaining walls along the west side of the sidewalk.
Walls are anticipated to have exposed wall heights between 4 to 7.5 feet. Geotechnical services
associated with evaluating suitable walls types for wall construction are desired to complete the
design for the sidewalk. To provide these support services, we propose the following tasks:
• HWA Internal QA/QC for Geotechnical and Pavement Tasks: HWA will have all
design calculations and recommendations reviewed by a senior principal prior to
distribution to the design team.
• Task Coordination and Management: HWA will provide geotechnical task
management to all geotechnical related aspects of the project and will correspond with
Skillings and the design team in the form of emails, fax, and telephone calls, as

necessary. HWA will also prepare monthly invoices, and progress reports for the duration
of the design phase of the project.
• Site Reconnaissance: HWA will make one site visit to observe the existing site
conditions along the sidewalk alignment where the proposed walls will be installed.
• Review Proposed Wall Cross-Sections and Evaluate Constructability of Wall
Alternatives: Based on data supplied to HWA for proposed wall locations, heights, and
roadway proximity, HWA will evaluate the suitability of using either cantilever walls or
soldier pile walls. Recommendations for each suitable option will be provided to be
incorporated into design of the proposed improvements.
• Wall Alternative 1, Cantilever Wall Design Parameters: For walls determined to be
constructed as cantilever walls, HWA will develop design active and seismic earth
pressures, nominal and service-level bearing capacities, sliding resistances, and perform
global stability checks.
• Wall Alternative 2, Soldier Pile Design Parameters: For walls determined to be
constructed as soldier pile walls, HWA will develop design earth pressure diagrams and
minimum recommendations for pile spacing and widths for passive pressures.
• Provide Recommendations for Temporary Excavations and Shoring: HWA will
provide input for temporary excavations and shoring, as they relate to wall construction.
• Provide Earthwork Considerations for Construction: HWA will provide input for
earthwork considerations as it relates to subgrade preparation and type and placement of
backfill behind walls.
• Provide Miscellaneous Consultation for Implementing Geotechnical
Recommendations: HWA will provide additional support as needed for the
implementation of geotechnical recommendations during design and construction.
• Update Existing Geotechnical Report for Wall Alternatives: HWA will update the
existing draft geotechnical report with proposed recommendations for the wall alternative
described. Once we receive comments, we will incorporate them into a Final
Geotechnical Report for the Project.

ASSUMPTIONS
• No explorations will be performed in the project area for retaining wall evaluation as the
data from the previous borings performed for the project will provide design information.
• HWA will respond to one (1) round of comments on the revisions to the draft
geotechnical report.
• The scope of work is related solely to geotechnical engineering evaluation of site soil and
ground water, as they relate to geotechnical design for the project improvements. Neither
identification nor evaluation of contaminants that may be present in the soil or ground
water is included in this scope of work.
PROJECT COST ESTIMATE
We estimate that the scope of the new services proposed herein will require a budget of $22,705
to accomplish, as detailed on the attached project cost estimate spreadsheet. HWA currently has
a remaining budget of $13,530. Subtracting the remaining budget from the budget of new and
remaining work, we get a total supplement request of $9,175. We will not exceed the above cost
estimate without your prior authorization. However, if during the evaluation of the available
data or during our field reconnaissance unanticipated subsurface conditions are revealed which
would require a level of effort beyond the scope of our study, we will contact you immediately to
discuss any necessary modifications to our scope of services and/or budget estimate.
The budget presented in this proposal reflects an estimate based on our current understanding of
the project requirements for a scope of work developed from information provided. HWA
reserves the right to transfer hours and budget dollars between tasks to satisfy project
requirements. HWA may also transfer funds allocated for direct costs to professional/technical
hours or vice versa, to satisfy project requirements.

RE: Washington Avenue Retaining Wall - Structural Engineering Services Proposal
Project No.: A22100.00
Dear Ian:
On behalf of Sargent Engineers, I am pleased to present to you our proposal for providing structural engineering services for
the retaining wall that will be part of the Washington Ave & 11th Street Intersection Improvements that Skillings is designing for
the City of Bremerton. As part of the improvements, the City would like to replace a rockery wall that currently runs along the
east edge of the corridor. Sargent will provide the structural design of the new retaining wall as a subconsultant to Skillings.
The retaining wall is anticipated to be a soldier-pile wall with concrete fascia, with height ranging from 4-8ft.
We will perform the structural design of the soldier pile wall per the requirements of the project geotechnical report, AASHTO
LRFD Specification for Bridge Design, the WSDOT Bridge Design Manual, and the WSDOT Geotechnical Design Manual.
We will prepare the retaining wall elevation sheet and structural detail sheets needed to construct the wall, including up to two
typical wall sections. The typical wall sections will show the maximum retained soil height, pile size and spacing, and concrete
fascia thickness and reinforcing. Skillings will prepare the wall plan sheets and will provide the surface profile for finish grade
at the back of wall, which Sargent will use to prepare the wall elevation sheets. We will prepare the quantities, cost estimate,
and technical special provisions for the structural items in WSDOT format. We will also respond to Skillings, City of
Bremerton, and WSDOT review comments.
To complete the scope of work described above, I propose a maximum fee of $14,758 to be billed at our approved hourly
rates.
If the scope and fee are acceptable, we can begin working on the design as soon as we receive the geotechnical information
and wall profile from Skillings. Assuming we receive this information by March 18, 2022, we anticipate being able to provide
the completed wall plans, specifications, and cost estimate for you to include in your April submittal to WSDOT. Thank you for
this opportunity to be of assistance to you, and we look forward to another successful project working with Skillings.
Respectfully,
Sargent Engineers, Inc.
