NOTICE - It is the responsibility of the permit holder, not the City of Bremerton or Building Official to see
to it that the required inspections are made. The permit holder must notify the Building Official when ready
for the inspections. Failure of the permit holder to notify the Building Official of required inspections may
result in the stoppage of the work until such time that the permit holder can Substantiate to the building
official that the concealed work meets or exceeds code requirements. Any demolition, testing, or fmancial
burden shall be borne directly by the permit holder. Failure to substantiate code requirements will indemnify
the City against any and all responsibility or liability connected with the construction.

provisions of laws and.ordinances governing this type of work will be complied with whether specified herein
or not. The granting of a permit does not presume to give authority to violate or cancel the provisions of any

Mr. Clauson:
On 11/28/94, our office issued a building permit to your company for repairs of a laundry
room connected to a residence at the above mentioned address. Inspections for the
footings were scheduled on 11/28, 11/29, and finally approved on 12/1/94. A foundation
wall inspection was requested on 1/27/95, and not approved., partially due to the fact that
the required vertical steel reinforcement could not be verified. In addition to this
unresolved problem, the exterior finish grade is higher than the top of the foundation wall,
which will continue to be a problem as far as protecting the wood elements of the
structure from rot. Your plans indicate that your intention in undertaking this project was
to provide the required 18" clearance under the floor joists; however, I do not think this
could have been accomplished by the method you have used. If the footingis 12" below
finished grade, the wall must be at least 24" high to provide the 18" clearance under the
floor system and 6" wood to earth separation.
One remedy to this situation may be to creatively grade to maintain the required 6" wood
to earth separation, however; the foundation footing as it now exists will not work, as it is
required to be 12" below finish grade. Hence, the footing and wall would need to be
removed and placed deeper. Another solution may be to protect the siding with a treated
structural panel that would resist moisture, and allow backfill against the building while
also allowing the required footing depth to be maintained. Another issue is the lack of
vertical steel placement inspection. To effectively perform this inspection, I feel it
necessary to remove the blocks from the footing which contain the vertical bars, to verifY
connection into the footing.
