The regular meeting of the Kitsap County Board of Adjustment was called to
order by the Chairman, Mr. William Herdman on Tuesday, February 17, 1970 at
~:30 A.M. in the County Administration Building, Port Orchard, Washington.
Motion made and seconded to approve the minutes of the previous meeting as
circulated in the mail and dispense with the reading. Motion passed, unan-
imously.
OLD BUSINESS
1ST ORDER OF BUSINESS
CONDITIONAL USE PERMIT & REVIEW OF PLANS CITY OF BREMERTON (Dance, Club)
CONTINUATION OF HEARING: Pursuant to the Kitsap County ZonJ.ngordfnance,'The
Board of Adjustment will review the plot plan and, issue a Conditional Use
Permit on the following Unclassified Public Use Permit: City of Bremerton,
239 Fourth Street, Bremerton~ Washington: The proposed use is a recreational
non-profit square dance club building and over night parking facilities for
temporary trailer camping. Location of the property is at the City of
Bremerton water shed site.
Public Hearing was held December 23, 1969; and
COMMITTEE MEMBERS: Entire Board
The Board of Adjustment as a whole reviewed the plot plan submitted by the
Kitsap Square Dance Association and visited the site on January 31, 1970.
FINDINGS:
1. Subject property comprises 4.78 acres, has a comparatively level terrain
anp is of irregular shape.
2. Although not currently in use, construction of the dance hall has been
commenced and two outdoor toilets have been installed.
3. There is a fairly high density resideliltial area to the east arid south.
4. Access to the property is from the Old Belfair Highway.
5. Power lines, of the Bonneville Power Administration cross over a substan-
tial part of the property.
CONDITIONS FOR USE:
1. A fence, either link chain or,wood~ atleast six feet high shall be in-
stalled on the south and east boundary of subject property, commencing
on Division Street (being the southeast corner of Lot 36) and termlnating
at a point on the south houndary in the NW\, NW~, SW~, Section 32, T.24,N.,
Range 1 East, W.M.
2. A building permit shall be obtained for the building of the dance hall.

3. The dance hall shall be constructed where the foundation for same is
presently located; shall have no windows on the south and east sides
and shall be soundproofed.
4. Entrance to and exit from subject property shall be off and to the Old
Belfair Higlrway.
5. Auto parking shall be provided on Lots 36, 37 and 38, as per plot plan.
6. A maximum of 5 spa,:;es for travel tr'ailers shall be permitted on Lot 36
to accomodate those conducting and/or responsible for square dance
activities.
7. Additional spaces for travel trailers shall be permitted in the
southwest area of ;3ubj ect property (in the SW~ NW\ NW\ and NW\ NW\ SW\
of Section 32).
8. No outdoor consumption of liquor shall be permitted.
9. Policing the area and supervision of activities during times of use
shall be provided.
10. Garbage collection and disposal facilities shall be provided.
II. Sanitation facilities shall meet the requirements of and be
approved by the Kitsap County Health Department.
12. Decision on location of the outdoor dancing pavillion is held in
abeyance until time of construction.
13. 'l'he contemplated use of subj ec,t property and construction of buildings
thereon and the conditions herein set forth are subject to any
provisions and restrictions contained in any easement for a power line
granted by the City of Bremerton to the Bonneville Power Administration.
Based on the findings~ motion was made and seconded that the above conditions
be approved.
MOTION PASSED by a unanimous vote of members present.
VOTE: Ayes 4; Nays 0; Absent I.
DATED this 17th day of February, 1970.
This action becomes final following the 10 day statutory appeal period.

or injury to persons occurring in or about the premises during the
term of this lease.
In case of a violation of this lease by the Lessee the
'Lessor shall notify the Lessee inWTi ting of such violat fon and

demand that the terms of the lease be complied by the Lessee within
a period of ten (10) days follow:'ing the deliver of said notice. In
the event of the failure of the Lessee to remedy any default or
violation of the covenant, agreements, or conditions herein con-
tained within ten (10) days from the receipt of said notice, this
lease and all rights of the Lessees heretmder shall be cancelled
and the Lessor shall have the right to enter upon the premises and
retake possession without leave of Court.
In the event that the Lessee shall become insolvent or
go into bankruptcy this lease may be cancelled at the option of
the Lessor without notice, and the Lessor may take inmediate po-
session of the said premises and the whole thereof and the same
shall not become an asset in bankruptcy.
It is further understood that Lessee shall have the

Yoption to renew this lease for a second period of five years to run
consecutively with the first ten year term. If Lessees desire to
exercise their option, they shall exercise such option by written
notice served upon the City of Bremerton at least thirty (30) days
prior to the expiration of the first ten year term. Said second
term shall merely constitute an extenSion of the present lease and
all terms and conditions of tl1is lease shall be binding on that
second term.
It is mutually agreed that all covenants , terms and aon-
ditions of this agreement shall extend, apply to, and firmly bind
all members of the lessee association.

Dear Mike,
WAC 246-290-490 requires reduced pressure backflow assemblies on all water services supplying R V
campgrounds. The Square Dance facility has an R V camping area and must be updated to be in
compliance with this requirement. Please make arrangements to have an approved reduced pressure
backflow assembly installed and tested within 30 days of the above date. The assembly must be
installed immediately downstream of the water meter with no connections allowed upstream of the
assembly. Installation of this backtlow assembly provides protection to the public water system and
does not provide protection to users within the facility.
Included is a list of certified testers for the State of Washington, an installation diagram and also a test
form. The test form is to be filled out and sent to City of Bremerton Department of Public Works &
Utilities, Attn: Earl Vamer, 100 Oyster Bay Avenue, Bremerton, Washington, 98312.
Installation and test reports are due within 30 days of the above date.
