6. The pennanent new -channel shall, at a minimum, be similar in length, width. depth, and gradient, as the old channel.
The new channel shall incorporate fish habitat components. streambed materials, meander configuration. and native
or other approved vegetation equivalent to or greater than that which previously existed in the old channel.
7. During construction, the new channel shall be isolated from the flowing stream by plugs at the upstream and
downstream ends of the new channel. These plugs shall be substantial enough to prevent flood flows from entering
the new channel during construction.
8. Before water is diverted into the penn anent new channel, approved fish habitat components, streambed materials and
bank protection to prevent erosion shall be in place. Fish habitat cornp:>nents and bank protection material shall be
installed to withstand the I OO-year peak flows.
9. The fish habitat log structures shall be of fir, cedar, or other approved coniferous species.
10. The fish habitat structures shall be placed so that they ar.e within the low flow channel.
II. A minimum of 18 inches deep of clean, rounded, uniformly-graded gravel \-"irh a size composition as specified in the
approved plans dated August 2000. '
12. The outlet culvert from the fish rearing raceways and other culverts that outlet directly to the stream shall be
extended and screened in a manner to prevent or minimize adult fish attraction.
13. Spoils from the new channel shall be placed in an approved upland site. This material shall be used to fill the old
channel once the diversion has been completed.
14. The angle of the structure used to divert the stream into the new channel shall allow a smooth transition of stream
flow.
.. 15. Stream diversion shall be conducted only after inspection and approval of the new channel by the Area Habitat
Biologist listed below or his/her representative.
16, Diversion of flow into the new channel shall be accomplished by the following:
a. First remove the downstream plug.
b. Face the stream side of the plug with a sandbag revetment or similar approved mechanism.
c. Partially remove the upstream plug to allow 1/3 to 1/2 of the flow down the new channel for at least overnight.
d. Remove the rest of the upstream plug once the new channel has flow throughout its entire length.
e. Close the upstream end of the old channel and securely annor the entrance to the old channel to prevent re-entry
of any flow. Armor material shall consist of clean, angular rock and large woody debris and shall be installed to
withstand the laO-year peak flow.
17. Filling of the old channel shall begin from the upstream closure and the fill material shall be compacted. Water
discharging from the fill shall not adversely impact fish life.
18. Streambed disturbance shall be limited to the minimum necessary to achieve the provisions of the water right issued
by Washington Department of Ecology on? '

19. A temporary bypass to divert flow around the work area shall be in place prior to initiation of other work in the
wetted perimeter. Bypass culverts shall be used at the two downstream intersections, and diversion/pump structure
shall be the approved bypass method for the installation of the upstream di\'ersion.
20. A sandbag revetment or similar device shall be installed at the bypass inlet to divert the entire flow through the
bypass. .
21. A sandbag revetment or similar device shall be installed at the downstream end of the bypass to prevent backwater
from entering the work area.

22. The bypass shall be of sufficient si7.e to pass all flo\Vs for the duration of the project.
23. Prior to releasing the water flow to the project area, all bank protection or armoring shall be completed.
24. Upon completion of the project, all material used in the temporary bypass. with the exception of the two bypass
culverts, shall be removed from the site and the site returned to preproject or improved conditions.
25. The permittee shall capture and safely move food fish, game fish, and other tish life from the job site. The permittee
shall have fish capture and transportation equipment ready and on the job site. Captured fish shall be immediately
and safely transferred to free-flowing water downstream of the project site. The permittee may request the
Washington Department of Fish and Wildlife assist in capturing and safely moving fish life from the job site to free-
flowing water, and assistance may be granted if personnel are available,
26. Any device used for diverting water from a fish-bearing stream shall be equipped with a fish guard to prevent passage
of fish into the diversion device pursuant to RCW 77 .55.040 and 77.16.220. The pump intake shall be screened with
1I8-inch mesh to prevent fish from entering the system. The screened intake shall consist of a facility with enough
surface area to ensure that the velocity through the screen is less than 0..+ feet per second. Screen maintenance shall
be adequate to prevent injury or entrapment to juvenile fish and the screen shall remain in place whenever \vater is
withdrawn from the stream through the pump intake.
27, Equipment used for this project may operate below the ordinary high water line, provided the drive mechanisms
(wheel.,. tracks, tire~, etc.) shall not enter or operate below the'()rdinary high water line.
28. The drive mechanisms (wheels. tracks, tires, etc.) shall not enter or operate below the ordinary high water line.
29. Equipment used for this project shall be free of external petroleum-based products while working around the stream.
Accumulation of soils or debris shall be removed from the drive mechanisms (wheels. tires. tracks, etc.) and
undercarriage of equipment prior to its working below the ordinary high warer line. Equipment shall be checked
daily for leaks and any necessary repairs shall be completed prior to commencing work activities along the stream.
30, Equipment crossings of the stream are not authorized by this HPA.
31. Alteration or disturbance of the bank and bank vegetation shall be limited to that necessary.to construct the project.
Within seven calender days of project completion, all disturbed areas shall be protected from erosion using
vegetation or other means. Within one year of project completion, the banks. including riprap areas. shall be
revegetated with native or other approved ~oody species. Vegetative cuttings shall be, planted at a maximum inter.al
of three feet (on center) and maintained as necessary for three years to ensure 80 percent survival.

1.01 SUMMARY
A. This section includes requirements for installing, operating, maintaining, ~nd
removitlg an erosion and sediment control system in compliance with local, state,
and federal permits. These systems shall consist of measures including erosion
control Best Management Practices and facilities for treating stormwater runoff,
dewatering pump discharge (if used), and seepage.
1. The erosion control system covers all areas of ground disturbance created
by CONTRACTOR operations.
2. The Contract Documents do not include a detailed erosion and sediment
control plan for the construction site. CONTRACTOR shall submit a
detailed plan for erosion and sediment control that meets the requirements
specified in this section.
1.02 REFERENCES
A. Surface Water Design Manual (KCSWDM) (Surface Water Management Division
of King County, updated 1994. The KCSWDM provides drainage and erosion
control standards.
B. Washington State Department of Transportation (WSDOT) 1998 Standard
Specifications for Road, Bridge, and Municipal Construction.

1.03 SYSTEM DESCRIPTION.

A. General: The erosion and sediment control system shall include filter fabric
fencing, temporary and permanent piping, protection of catch basin inlets, street
cleaning maintenance, and miscellaneous other features.
B. Design Requirements: The erosion and sediment control features are designed
to meet the requirements of WAC-173-201A-010 through 173-201A-130 in
addition to the approved permit requirements.
1.04 SUBMITTALS
A. Submit in accordance with Section 01300.

6. Prior to purchase of materials and mobilization, CONTRACTOR shall submit a
Temporary Erosion and Sediment Control Plan (TESCP). The TESCP shall
expand on the Contract Plans as necessary and include specific scheduling of
work tasks. The TESCP shall include the following:
1. Plans for collecting and conveying surface stormwater runoff, dewatering
discharge, and seepage. Plans shall include:
a. Layout and details of system including interception ditches and silt
fences.
b. Identification of method to stabilize disturbed soil prior to paving or
landscaping.
c. Discussion of how the system will be removed and area restored.
1.05 MAINTENANCE
A. Extra Materials: The CONTRACTOR shall have the following materials and
equipment readily available in case emergency situations arise: 100 ft of filter
fabric fencing and ten (10) straw bales. The CONTRACTOR shall also have
sufficient quantities of oil-absorbent pads and booms on site at all times to
absorb spills of oil, fuel, and hydraulic fluids from construction equipment. In
addition, the CONTRACTOR shall have at its disposal (on call) a vactor truck.
B. CONTRACTOR shall maintain erosion and sediment control facilities so that they
continue to meet the requirements of these Specifications and other local, state,
and federal requirements:
1. Monitoring erosion and sediment control facilities and repairing or
supplementing measures when needed. Inspect facilities daily and
immediately after each rainfall..

Please review the following documents as attached as my request for a grading permit.
This land is located at the City of Bremerton Forestry Operations Center, 4398 W. Old
Belfair Valley Road in the Gorst area.
We are currently storing our Ductile Iron water pipe on wood supports on un even
ground, the proposed pipe yard will have concrete pipe bases and spacing required for
grounds maintenance and ease of loading and off loading of deliveries.
The ground is mostly level, as you can see from these photographs. We propose grading
of the land and removal of sod. Approximately 70 to 80 yards of material will be moved.

We propose to install a silt fence around the north east comer of this boundary, for it tt ~er'''
currently gently slopes in this direction. Please see this location on the site plan.
We will begin with the northern half and relocate pipe then continue with the second
phase in the first months after the new year.

Project # 45300.
