SUMMARY: The Kitsap Countywide Planning Policies (CPP's) are a regional framework prepared
by local governments to coordinate jurisdictional growth planning as directed by the State Growth
Management Act (GMA). The CPP's were originally adopted and ratified by all Kitsap County local
governments in 1992, and they have been amended several times since then. Between September
2020 and May 2021 the Kitsap Regional Coordinating Council (KRCC) and each of the Planning
Directors in Kitsap began work to update and amend the CPP's to make them consistent with the
Puget Sound Reginal Council's Vision 2050 Multi -County Planning Policies. Following a public
hearing on July 6, 2021 the KRCC Board recommended policy revisions, and forwarded the revised
CPP's to Kitsap County for adoption. The Kitsap Board of County Commissioners passed Ordinance
No. 601-2021 (dated October 11, 2021) adopting the revised CPP's as recommended by the KRCC
Board, This Ordinance will not take effect until at least three cities ratify the amendments.
City Council ratification of the amendments is requested to be compliant with the procedures outlined
in the CPP's, (please see Appendix A of the CPP's which outlines that ratification must occur within
)0 days of the ordinance passage by Kitsap County). Note that consideration of this Resolution is a
"housekeeping" measure and the Council cannot make changes to the County -adopted CPP's. If
changes are desired then ratification needs to be rejected and a request made to the KRCC Board
for consideration of any potential modification(s) to the CPP's.
