SUMMARY:
The project will install an upland low pressure sewer system in the vicinity of E. 16th Street and Marlow
Avenue which will allow for the abandonment of 1,800 feet of gravity beach sewer. The beach sewer
was installed in 1972 and is located between E.161h Street and the base of the Manette Bridge. An
estimated thirteen (13) apartment complexes and condominiums, as well as seven (7) single family
residences currently discharge to the beach sewer. The flow from these properties will be routed to
the proposed upland system using grinder pump systems.
A Request for Proposal (RFP) was sent to four consultants. The City received two proposals. The
proposals were scored based on experience of proposed project personnel, project understanding and
approach, ability to meet schedule, and past performance for similar projects. Parametrix was selected
as the most qualified firm. The contract amount is $412,208,

FISCAL IMPACTS (Include Budgeted Amount):
The project is included in the Wastewater CIP and is funded by an Ecology Clean Water State
Revolving Fund Loan in the amount of $2,300,000.

RECOMMENDED MOTION: Move to award the Professional Services Agreement with Parametrix,
Inc. for the Decommission Beach Sewer in Manette (OF-4 to EB-2) Project in the amount of
$412,208; and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented.
