SUMMARY: The work includes all materials, equipment, supplies, and services necessary to
redevelop Well 13. The well has experienced a reduction in production yield and the intent is to
improve the efficiency of the well by rehabilitating with mechanical surge development techniques.
This is the second request for bids for this project. The City received no bids the first time bids were
requested. This second request for bids was sent to all Contractors listed on the MRSC Small Works
Roster under Well Drilling, Development and Redevelopment. One (1) bid was received and was
opened on September 9, 2021. Hokkaido Drilling, Inc was the sole responsible, responsive bidder
with a total bid in the amount of $186,935.00 (which includes sales tax).

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the 2021 Water Capital
Budget.

RECOMMENDED MOTION: Move to award the construction contract for the Well 13 Rehabilitation

to finalize and execute the agreement with substantially the same terms and conditions as presented.
