Lahfdany General Contractors, Inc. Attn: Mark Lahfdany 8018 Steilacoom Blvd, SW Lakewood, WA 98498 Re: UST Removal Project Taylor's Landing, Bremerton, WA Dear Mr. Lahfdany, ' ►TalE, M$E go►► . Enclosed is the Site Assessment Report for the recently completed underground storage tank (UST) removal project at the Taylor's Landing site in Bremerton, WA. Both UST's were assumed to have been used as heating oil storage tanks prior to the current site development project. As summarized in the report, visual and olfactory observations, field screenings, and the soil sample analytical results have indicated that the no petroleum - contaminated soil (PCS), above the MTCA Method A cleanup level for unrestricted land use, was encountered in either of the two UST pit areas of the site. All of the confirmation soil sample analytical results were at the non -detect level. This underground fuel storage tank removal project is now complete. Thank you, again, for the opportunity to work with you on this project. Please give me a call if you have any questions regarding this or any future projects. Lahfdany General Contractor, Inc. Attn: Mark Lahfdany 8018 Steilacoom Blvd. SW Lakewood, WA 98498 253-584-5308 Underground Fuel Storage Tank Removal Project This report was compiled by Tom Langseth, registered and licensed with the Washington State Department of Ecology to perform environmental site assessments in accordance with WAC 173-340 through the International Code Council. This site is located in Kitsap County, inside the city limits of Bremerton, WA. The site is located in a commercial area7 east of Bremerton city center. Site Assessment Report Taylor's Landing January 9, 2009 Page 2 The site is currently being developed into a new Walgreens Pharmacy by J. Lahfdany General Contractor, Inc. for the property owner, Kitsap Retail Partners, LLC. Contact person for this project was Mark Lahfdany, J. Lahfdany General Contractor, Inc., 8018 Steilacoom Blvd. SW, Lakewood, WA 98498. Mr. Lahfdany's telephone number is 253- 584-5308. During the initial site development phase of this project, two underground storage tanks (UST's) were discovered in the northeast section of the site. The tanks are assumed to have been used as heating oil storage tanks at some unknown time in the past. The purpose of this project was to excavate and remove the two DST's and to obtain soil samples confirming that no petroleum -contaminated soil was associated with the tanks. On October 3, 2008, Langseth Environmental Services, Inc. (LES) was notified that an UST had been discovered at the site. LES mobilized to the site and obtained one grab sample of the approximate 7" of residual liquid remaining in the tank. The laboratory analytical result of the obtained sample indicated that the UST contained residual kerosene / #1 diesel fuel. On October 7, 20081 LES mobilized to the site to pump and dispose of the residual fuel remaining in the UST. Subsequent to pumping, the UST was removed and confirmation soil samples were obtained from the UST pit area. The tank was sized at 49" X 7', with a nominal capacity of 685 gallons. The tank had been bedded and backfilled in site native soil. The soil in the tank pit area of the site consisted of a rocky, sandy, silty, clay type material (Unified Soil Classification System group symbol of CL, with typical names such as inorganic clays of low to medium plasticity, gravelly clays, sandy clays, silty clays, lean clays), to an approximate depth of at least 8. The UST had been exposed under approximately 3' of earth cover. Following removal, the tank pit area was expanded to an approximate size of 11' X 16' X 8' deep. The approximate 10 yards of excavated material was placed on and covered with poly sheeting. No utilities were located in the UST pit area. No groundwater was encountered during any phase of the project. No visual or olfactory indications of petroleum -contaminated soil were noted during the UST removal. Subsequent to pit excavation, 3 confirmation soil samples were obtained from the UST pit area and three composite soil samples were obtained fro the approximate 10 yards of excavated material. The laboratory analytical results of the obtained samples were all at the non -detect level. The removed UST was hauled to the LES facility for final cleaning, prior to disposal at Schnitzer Steel of Tacoma, WA. On October 13, 20087 LES was notified that another UST had been unearthed at the Taylor's Landing site. This tank was exposed approximately 3' from the north edge of the first UST. The tank was discovered to be full of water. LES personnel mobilized to the site and obtained one grab sample of the residual water from the tank. Site Assessment Report Taylor's Landing January 9, 2009 Page 3 The laboratory analytical result of the obtained sample indicated that no petroleum was present in the residual water. On October 16, 20081 LES re -mobilized to the site to pump and dispose of the residual water from the UST. Following pumping, the tank was removed. The UST was sized at 40" X 48", with a nominal capacity of 260 gallons. The tank was bedded and backfilled in site native soil consistent with the soil encountered in the first UST pit area. No utilities were located in the tank pit area. No groundwater was encountered during this phase of the project. No visual or olfactory indications of PCS were noted during the UST removal. Subsequent to removal, the UST pit area was excavated to an approximate size of 5' X 6' X 9.5' deep. Two confirmation soil samples were obtained from the pit area. The laboratory analytical results of the obtained samples were at the non -detect level. Because no petroleum was discovered in the residual UST water and no visual or olfactory indications of any PCS were noted during the removal, no additional soil samples were obtained. Soil sampling was conducted in accordance with Washington State Department of Ecology guidelines. The samples were collected utilizing the backhoe and/or hand tool method, utilizing clean hand tools and sampling containers provided by the laboratory. Samples were stored in an iced chest on the site and during transport to the lab. The samples were taken to both Spectra Laboratories, 2221 Ross Way, Tacoma, WA 98421, and ESN Northwest, Inc., 1210 Eastside Street SE, Suite 200, Olympia, WA 98501. The initial residual UST product samples were tested for the full range of petroleum utilizing the NWTPH-HCID method. The confirmation samples obtained after the removal of the second UST were also tested utilizing this method. The confirmation samples obtained from the first UST tank pit area were tested utilizing the NWTPH-DX/Dx extended method. These analytical procedures test for the presence of gasoline, diesel and heavy oil range hydrocarbons. . Field screening of the pit area and excavated soil was accomplished utilizing both visual and olfactory methods, in addition to the photoionization detector. Based on the soil sample analytical results, field screenings, and visual observations during this UST removal project, it is the conclusion of this consultant that no petroleum - contaminated soil was present in either of the two UST pit areas of the site. All confirmation soil sample analytical results were at the non -detect level. No groundwater was encountered during any phase of the project. Enclosed are site and sampling location maps, in addition to laboratory analytical data, and the chain -of -custody forms. The UST pumping and disposal manifests, pertinent permits, and photographs taken throughout the project are located at the end of the report. Both UST's were assumed to have been used as heating oil storage tanks prior to the current si wte development project. Sinc e . d . This site is located in Kitsap County, inside the city limits of Bremerton, WA. The site is located in a commercial area, east of Bremerton city center. Aug,26, 2009 4;05PM Langsefh Environmental Services No, 3111 P, 5 Site Assessment Report Taylor's Landing January 9, Z009 Page 2 The site is currently being developed into a new Walgreens Pharmacy by J. Lahfdany General Contractor, Inc. for the property owner, Kitsap Retail Partners, LLC. Contact person for this project was Mark Lahfdany, J. Lahfdany General Contractor, Inc., 8018 Steilacoom Bivd. SW, Lakewood, WA 98498. Mr, Lahfdany's telephone number is 253- 584-5308. During the initial site development phase of this project, two underground storage tanks (DST's) were discovered in the northeast section of the site. The tanks are assumed to have been used as heating oil storage tanks at some unknown time in the past. The purpose of this project was to excavate and remove the two UST's and to obtain soil samples confirming that no petroleum -contaminated soil was associated with the tanks. can cctober 3, 2008, Langseth Environmental Services, Inc. (LES} was notified that an UST had been discovered at the site. LES mobilized to the site and obtained one grab sample of the approximate 7" of residual liquid remaining in the tank. The laboratory analytical result of the obtained sample indicated that the UST contained residual kerosene / #1 diesel fuel. On October 7, 20d8, LES mobilized to the site to pump and dispose of the residual fuel remaining in the UST. Subsequent to pumping, the UST was removed and confirmation soil samples were obtained from the UST pit area. The tank was sized at 49" X 7', with a nominal capacity of 685 gallons. The tank had been bedded and backfilled in site native soil. The sail in the tank pit area of the site consisted of a rocky, sandy, silty, clay type material (Unified Soil Classification System group symbol of CL, with typical names such as inorganic clays of tow to medium plasticity, gravelly clays, sandy clays, silty clays, lean clays}, to an approximate depth of at least 8'. On October 13, 2008, LES was notified that another UST had been unearthed at the Taylor's Landing site. This tank was exposed approximately 3' from the north edge of the first UST. The tank was discovered to be full of water. LES personnel mobilized to the site and obtained one grab sample of the residual water from the tank. Aug,26. 2009 4:05PM Langseth Environmental Services No.) P. 6 Site Assessment Report Taylor's Landing January 9, 2009 Page 3 The laboratory analytical result of the obtained sample indicated that no petroleum was present in the residual water. On October 16, 2008, LES re -mobilized to the site to pump and dispose of the residual water from the UST. Subsequent to removal, the UST pit area was excavated to an approximate size of TX U X 9.5' deep. Two confirmation soil samples were obtained from the pit area. The laboratory analytical results of the obtained samples were at the nonAetect level, Because no petroleum was discovered in the residual UST water and no visual or olfactory indications of any PCS were noted during the removal, no additional soil samples were obtained. The samples were taken to both Spectra Laboratories, 2221 Ross Way, Tacoma, WA 98421, and ESN Northwest, Inc., 1210 Eastside Street SE, Suite 200, Olympia, WA 98501, The initial residual UST product samples were tested for the full range of petroleum utilizing the NWTPH-HCID method, The confirmation samples obtained after the removal of the second UST were also tested utilizing this method. The confirmation samples obtained from the first UST tank pit area were tested utilizing the NWTPH-DX/Dx extended method. These analytical procedures test for the presence of gasoline, diesel and heavy oil range hydrocarbons. . Field screening of the pit area and excavated soil was accomplished utilizing both visual and olfactory methods, in addition to the photoionization detector, Based on the soil sample analytical results, field screenings, and visual observations during this UST removal project, it is the conclusion of this consultant that no petroleum - contaminated soil was present in either of the two UST pit areas of the site.
