STPUL-9918(017) April 26, 2021 Introduction: The following Scope of Work delineates supplemental tasks to be performed in addition to the original agreement between Skillings, Inc. (Consultant) and the City of Bremerton (City). Skillings, Inc. has been selected by City to provide design engineering, environmental, and right-of-way acquisition services for the reconstruction of Washington / 11th from the Manette Bridge to Pacific. In addition to that project, the City intends to improve the existing sidewalk adjacent to the lower portion of Washington Avenue (Lower Sidewalk). Northbound Washington Avenue splits into an upper and lower section after the Washington Avenue/Manette Bridge intersection. The proposed improvements to the Lower Sidewalk will be start where the existing sidewalk connects to the Manette Bridge sidewalk and end at the intersection of Washington Avenue and 11th Street Place. Improvements are anticipated to include reconstruction of the existing sidewalk to provide a 6-ft minimum width, ADA improvements, storm drainage improvements, street lighting, and utility relocations/upgrades. The City also intends to upgrade the water mains within the vicinity of the two intersections of 11th Street at Pleasant Avenue and Highland Avenue. This portion of the project will be funded through the City’s water and wastewater utility fund. Project Assumptions: This scope of work is based on the following general assumptions: ·All plan sheets will be prepared in AutoCAD v.2020 format. ·All roadway design will be completed using Civil3D v.2020 software. ·All word documents, excel spreadsheets, project schedules will be completed using Consultant’s latest version of Microsoft Word, Microsoft Excel, and Microsoft Project. ·The project will be developed as a single package. Bid alternates, bid additives, or subsequent repackaging of the project into separate phases is not included. ·Landscaping and irrigation design are not included in this scope of work or fee. ·It is assumed that there are no contaminated soils within the project limits. Page 6 of 23 Project No. 19149 City of Bremerton Washington & 11th Improvements Task 205 – Lower Sidewalk Geotechnical Investigations Consultant will contract with HWA GeoSciences, Inc. (HWA), Subconsultant, to provide supplemental geotechnical investigation and design for the Lower Sidewalk portion of the project. PROJECT BACKGROUND At this time HWA has submitted a draft report for which most of our scope was completed, except for the pavement design, for which HWA is waiting for traffic design information. At this time, HWA’s two remaining tasks for the work scope under the original contract are: · Pavement Assessment and Design: The FWD test data and pavement core information will be used to provide pavement design recommendations for the new pavement. Utilizing estimated vehicle loads, provided by the City, HWA will determine the appropriate pavement sections for up to two pavement subgrade conditions. This would include providing recommendations for reuse of existing pavement as base material for the new pavement section. · Finalize Preliminary Geotechnical Engineering Report: HWA will finalize the geotechnical report once review comments have been received from Skillings and the City of Bremerton. · HWA Internal QA/QC for Geotechnical and Pavement Tasks: A portion of this task is still to be completed for the end of the project. HWA will have all design calculations and recommendations reviewed by a senior principal prior to distribution to the design team. · Task Coordination and Management: A portion of this task will also be included in the work to be completed, for which HWA will provide geotechnical task management to all geotechnical related aspects of the project and will correspond with Skillings and the design team in the form of emails, fax, and telephone calls, as necessary. HWA will also prepare monthly invoices, and progress reports for the duration of the design phase of the project. DELIVERABLES REMAINING One deliverable remains from our original scope of work: · Final Preliminary Geotechnical Engineering Reports NEW SCOPE OF WORK Client would like to rehabilitate the existing sidewalk along the eastern side of Washington Avenue from its intersection with Manette Bridge at the south end and 11th Street Place at the north end. The sidewalk is separated from the street level and is below the roadway elevation for much of the alignment. The plan is to widen the sidewalk and reconstruct retaining walls along the west side of the sidewalk. Walls are anticipated to have exposed wall heights of less than 4 feet. Geotechnical services associated with evaluating suitable wall types for wall construction are desired to complete the design for the sidewalk. To provide these support services, HWA proposes the following tasks: · Site Reconnaissance: HWA will make one site visit to observe the existing site conditions along the sidewalk alignment where the proposed walls will be installed. · Evaluate Suitable Wall Options for Retaining Walls: Based on data supplied to HWA for proposed wall locations, heights, and proximity to the adjacent roadway, HWA will evaluate the suitability of using either block walls, block walls reinforced with geogrid, and cast-in-place (CIP) walls. Recommendations for suitable wall options will be provided to be incorporated into design of the proposed improvements. DocuSign Envelope ID: 59B11C4D-A0D2-4D53-A23E-4E91A227E1E8 Skillings, Inc. Page 7 of 23 Project No. 19149 City of Bremerton Washington & 11th Improvements · Provide Design Parameters for Wall Design: From the determination of suitable wall types, HWA will provide design earth pressures and bearing capacity for walls, as necessary, for wall type for design and/or inclusion in Contract Documents. · Provide Earthwork Considerations for Construction: HWA will provide input for earthwork considerations as it relates to subgrade preparation, temporary excavations, and type and placement of backfill behind walls. · Prepare Report for Wall Recommendations: HWA will prepare a draft letter report presenting the proposed recommendations for design and construction of the wall and sidewalk improvements. Once comments are received, geotechnical recommendations will be finalized in a Wall Design Letter or incorporate them into a Final Geotechnical Report for the Project. · Review PS&E Documents: HWA will review PS&E documents for consistency with their recommendations. DELIVERABLES (SUBCONSULTANT) One deliverable is anticipated for the new scope of work: · Draft Wall Design Letter · Final Wall Design Letter ASSUMPTIONS · No explorations will be performed in the project area for retaining wall evaluation based on the anticipation that approximate exposed wall heights will be 4 feet or less. · HWA will respond to one (1) round of comments on the draft letter for the wall recommendations report. · The scope of work is related solely to geotechnical engineering evaluation of site soil and ground water, as they relate to geotechnical design for the project improvements. Neither identification nor evaluation of contaminants that may be present in the soil or ground water is included in this scope of work. CONSULTANT will complete the following tasks in support of the Lower Sidewalk geotechnical investigation task: Tasks: 1. Consultant will review the wall design letter and provide one set of comments to HWA. Deliverables (Consultant): · Comments on Draft Wall Design Letter.
