SUMMARY: This project will construct an upland sewer system and eliminate beach sewer
connections for 43 properties along Kitsap Way, Shorewood Drive, and Madrona Point Drive that
currently discharge to a beach sewer located along the west shore of Oyster Bay. The new upland
sewer system will consist of gravity and low pressure sewers and grinder pumps to serve the various
properties. Additional improvements include installing a 12-inch sewer force main, a stormwater
system, and surface restoration that will widen the shoulder on Shorewood Drive to accommodate
future sidewalks.
Five (5) bids were received. Bids were opened on April 14, 2021. Active Construction, Inc. was the
lowest responsible, responsive bidder in the amount of $6,237,237 (which includes sales tax).

construction management, construction, and other project costs) is estimated at $7.7 million and is
