In recent weeks there have been numerous attempts to gain access to the city's Microsoft 365
systems. There have been two incidents where employees email accounts have been hacked and
used to send emails with malicious content to other city employees and citizens.
By purchasing AZURE Active Directory P2 GCC (Government Community Cloud), we would be able
to implement Multi -Factor Authentication that would decrease the risks from further hacking attempts.

FISCAL IMPACTS (Include Budgeted Amount):
The total pro -rated cost of the Microsoft AZURE system is $25,507.80, which is not currently
budgeted for 2021.

RECOMMENDED MOTION:
Move to approve a budget adjustment in the amount of $25,507.80 to fund 511 for the purpose of
purchasing Microsoft AZURE Active Directory P2/GCC; and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented.
