SUMMARY: The 2"d Street Stormwater Treatment Project will install a stormwater treatment unit
called a continuous defection unit into the existing storm system just upstream of an outfall into
Sinclair Inlet. The outfall at 2"d Street, adjacent to the Bremerton Marina and Boardwalk, serves a
16-acre drainage basin that includes a large portion of Bremerton's downtown. The unit will filter out
debris and some oils preventing those contaminants from reaching Sinclair Inlet. This environmental
stewardship project meets goals of our stormwater permit and is strongly supported by the
Suquamish Tribe.
Due to the location of project site and on -going construction at the Marina Square Project the Public
Works Director authorized a sole source procurement method for the construction of the project.
Additional details regarding the justification of the sole source procurement are attached. Staff
negotiated a lump sum cost for the project at $97,153.00.

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the 2021 Stormwater
Capital Fund; the total project budget is $150,000.

RECOMMENDED MOTION:
Move to award the sole source public works agreement in the amount of $97,153.00 to Seton
Construction for the construction of the 2"d Street Stormwater Treatment Project and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
