5D —AUTHORIZE THREE ADDITIONAL POSITIONS (3 FTES) IN THE 2021 CITY BUDGET TO
SUPPORT BREMERTON'S PERMITTING DEVELOPMENT REVIEW AND INSPECTION
SERVICES: Public Works & Utilities Director Tom Knuckev; and Community Development
Director Andrea Spencer emphasized that construction in Bremerton has been on a significant
increase since 2016, and the existing staffing levels in DCD's Community Development Building
group and PW&U's Development Engineering Section are not adequate to deal with the increased
demand for review and inspection that this increase in development activity is creating. The City's
administration has evaluated options to ensure that the City can maintain a permitting level of
service and has concluded that three additional staff members (3 FTE's) need to be added to the
organization as follows:
1) Building Inspector /Plans Examiner II (DCD)
2) Development Engineer, CEII (PW&U Engineering)
3) Development Inspector, Tech IV (PW&U Engineering)
Revenue from permitting is greatly outpacing budget projections and will offset the cost to add
these FTEs.
Comments from the public were received from Russ Shiplet; and Ms, Mockler...
6:26 Motion was made by Wheat; and seconded by Daugs... Questions and comments were
provided by Wheat, Daugs, Simpson, Sullivan, Goodnow, Younger, and Gorman; with responses
