SUMMARY:
Construction in Bremerton has been on a significant increase since 2016, and the existing staffing
levels in DCD's Community Development Building group and PW&U's Development Engineering
Section are not adequate to deal with the increased demand for review and inspection that this
increase in development activity is creating. The City's administration has evaluated options to
ensure that the City can maintain a permitting level of service and has concluded that three additional
staff members (3 FTE's) need to be added to the organization as follows:
1) Building Inspector /Plans Examiner II (DCD)
2) Development Engineer, CEII (PW&U Engineering)
3) Development Inspector, Tech IV (PW&U Engineering)
Revenue from permitting is greatly outpacing budget projections and will offset the cost to add these
FTEs.
See the attached Council Summary for further information.
ATTACHMENTS: (1) Spencer/Knuckey Memo; (2) Development Staffing Needs information and
PowerPoint presented to the City Council on March 10, 2021
FISCAL IMPACTS (Include Budgeted Amount): The cost to the General Fund for the requested
positions is easily offset by increased revenues from permitting. The three FTEs will start mid -year,
and the 2021 cost to the General Fund for the staff additions (including one-time start-up costs) is
$122,500, with $82,000 for DCD, and $40,500 for Engineering. The two proposed Engineering
positions are 75% funded by the utilities, with $40,500 required from the Water, $40,500 from the
Wastewater, and $40,500 from the Stormwater Funds. Additional detail is included in the
Spencer/Knuckey memo.
