A Requests for Proposal (RFP) was provided to five (5) vendors from the MRSC Small Works Roster
for the Gold Mountain Golf Course Clubhouse Flooring Project. Staff received proposals from two
(2) vendors.
The proposal received from Great Floors did not include critical elements identified in the Scope of
Work that was part of the RFP, specifically subfloor preparation and the removal and replacement
of the wooden baseboard trim. The Great Floors bid was therefore determined to be
“nonresponsive”.
In accordance with RCW 39.04.010, staff recommends award of the contract to a responsible
bidder with the lowest responsive bid, which in this instance is the bid submitted by Spectra
Contact Flooring.
