SUMMARY: The purpose of this Interagency Agreement is to document an agreed upon approach
regarding decommissioning City sewer mains located within DNR tidelands. The sewer mains are
associated with the CW4 Pump Station Upgrades project completed in 2020. The DNR is allowing
the City to complete surface mitigation in lieu of full pipe removal from the beach. This agreement
clarifies mitigation measures and establishes a timeline for mitigation.

FISCAL IMPACTS (Include Budgeted Amount): The parties agree that no money will be
exchanged under this Agreement. The costs of sewer decommissioning and the shoreline mitigation
project will be paid by the City, which are estimated at $200,000, and will be completed in
Summer/Fall 2021.

Move to approve the Interagency Agreement with the Washington State Department of Natural
