4C —ORDINANCE NO. 5413 AMENDING BREMERTON MUNICIPAL CODE (BMC) CHAPTER
17.04 ENTITLED "CITY BUILDING CODE"; AND ADOPTING STATE BUILDING CODE WAC
51 — 2018 EDITIONS OF INTERNATIONAL BUILDING CODES AND UNIFORM PLUMBING
CODE: Building Official Stuart Anderson clarified that the action before the Council is to pass an
ordinance amending BMC 17.04 to adopt the 2018 editions of the International Building Code
("IBC" —for commercial construction), International Residential Code ("IRC" for residential
construction), International Mechanical Code, International Property Maintenance Code,
International Fuel Gas Code, and the Uniform Plumbing Code, as amended by the Washington
State Building Code Council or published by the International Code Council; it makes minor
housekeeping amendments for proper references in the BMC; and also amends the BMC to
include an optional IRC appendix — Appendix J Existing Building and Structures (see attached
memo to see why Appendix J is important).
Some notable changes that Washington State has made to the building codes include:
• The State has now adopted a more restrictive energy code known as the "2018
Washington State Energy Code" or 2018 WSEC. These new energy code requirements
will add significant costs associated with residential and commercial construction projects.
Builders estimate that this could increase the costs for new residences from $10,000.00 to
$30,000.00 (costs are hard to estimate and home size plays a factor in this
determination). Please note the City does not have the authority to change these energy
code requirements that the State has established.
The codes now include provisions for Tiny Houses, with special attention paid in the code for
structures less than 400 square feet allowing departures from the standard codes for such things
as compact stairs and ladders, less headroom/ceiling height, and provisions for emergency
escape requirements at lofts.
Comments from the public in support of this item were provided by Russ Shiplet, Executive
Officer with the Kitsap Builders Association offered comments of support...
