RE: PLAN APPROVAL FOR TUDOR ROSES MEETING HOUSE
Dear Ms. Claypool-Beman:
The Kitsap Public Health District Foad Program has reviewed the plans far the food service operation for
Tudor Roses Meeting House located at 237 6th Street in Bremerton. In addition, a plan review
inspection was performed at your proposed location on September 18th, 2015, in accordance with the
Rules and Regulations of the State Board of Health for Food Service (WAC 246-215) and the Kitsap Public
Health Ordinance 2014-01, the plans are approved with the following conditions:
1. Hand wash stations must be installed in the kitchen and within 25 feet of any food
service/food
preparation areas. The hand wash station must have both hot and cold runnir7g
water as well as soap and paper towels. Soap and paper towel dispensers must also be
mounted at the hand wash sink stations in a manner that does not allow contamination of
adjacent food or food contact surfaces when reaching for the soap or single -use towels.
Directly above the hand wash sinks is the recommended location for these dispensers.
2. A 3-compartment ware -washing sink must be installed in tkle kitchen with each basin large
enough to accommodate the largest utensil you intend to wash and sanitize. In addition,
the 3-compartment sink must be indirectly plumbed- Indirect Plumbing Fact Sheet enclosed.
3. If you intend to install the hand wash sink and 3-compartment sinks directly adjacent to one
another, make sure you insta(I an adequate barrier between the two to prevent potential
contamination from splashing water. if you have questions regarding this requirement
please feel free to contact me.
4. The flooring, walls and ceilings must be constructed of smooth, durable, non -porous and
easily cleanable material. Seal all wall penetrations and the floor if needed.
S. Coving must be installed along all the wafts in the espresso service area between floors and
walls,
6. A map sink will need to be installed as per your plans.
kitsappublichealth.arg
7. If you plan on having seating of any kind for patrons, as a reminder, you will then need to
provide bathroom access for these customers. The bathroom can be unisex.
8. Please be advised that this department requires the installation of food preparation sinks (if
you plan on doing food preparation of fruits, vegetable, meats). Food preparation sinks, ice
machines, soda fountains and espresso machine drip lines must be indirectly plumbed, with
a proper air gap in the drainage line. A floor drain would accomplish this.
Tudor Roses Meeting Hause will be issued a TYPE "R" Restaurant food service establishment permit.
Prior to opening for food service or food preparation, a pre -operational inspection of the facility must be
done. At this time, construction work must be completed and food service equipment must be installed
and operating. Please contact me at least five days in advance of the intended opening to arrange for
the pre -operational inspection.
I have also enclosed a copy of our Permit Procedure and Requirements Fact Sheet for new businesses to
serve as a guide during your construction. If I can be of further assistance, please contact me at (360)

• Bar Sink: If you serve liquor, you must have a designated dump sink in the bar area in addition
to a hand washing sink.
FINISH SCHEDULE
• Walls, floats and ceilings must be smooth (non -textured), non -absorbent and made of durable
materials that are easily cleanable.
« You must install caving at floor -wall junctions.
• Concrete floors are permitted if they are smooth and properly sealed.
• Wooden surfaces (doors, trim, shelves, cabinets, etc.) must be sealed or painted in restrooms
and areas where food is prepared, stored or served.
EQUIPMENT
• Equipment must be NSF approved or equivalent. You cannot locate equipment under sewage
lines. Place your equipment to allow easy cleaning on all sides and underneath.
• All utensils, display cases, tables, shelving, etc, must be made of non -toxic, non -corrosive mate-
rials that are constructed and finished so they can be easily cleaned.
• All garbage, rubbish and litter that accumulate in and around your food establishment must be
stored in containers. Outdoor containers must have tight -fitting lids.
• Garbage must be picked up often enough to prevent overflow outside of the garbage contain-
ers.
LIGHTING AND VENTILATION
• Lighting in all work and storage areas and in restrooms must provide least 30-foot candle pow-
er. You must provide shatterproof shields or guards for lights in food preparation and storage
areas.
• Ventilation systems most meet all local mechanical and fire codes.
• Ventilation hoods must be designed to prevent grease and condensate from dripping onto food
or food contact surfaces. Filters must be easily removable for cleaning and replacement.
MENU -SPECIAL PROCESSES
There are a few methods or processes that require Health District review and approval befare a food
establishment can begin using that special process. The following are some of the processes that re-
quire special permission, written plans, variances or HACCP plans before implementation. Call health
district for guidance and needed forms before starting the below processes:
• Non -continuous cooking
• Grill marking
• Unattended hot holding or cooking
• Parasite destruction for sushi/ sashimi
• Growing sprouts
Continued,..
Food service establishment owners must ensure plumbing is indirectly drained
from food contact equipment such as food preparation sinks, beverage ice sinks,
salad bars, ice machines, dipper wells, and mechanical dishwashers. The waste
lines must be indirectly plumbed with a minimum of a one -inch air gap into either a
floor drain or hub drain. This will prevent the backflow of wastewater and sewage.
Commonly, older food service establishments do not have properly plumbed food
contact equipment and are required to convert current plumbing drain lines in
accordance with this rule. Because the installation of a new floor drain is rather
costly, other methods of introducing the required air gap into the waste line have
been approved. An example of an acceptable alternative is illustrated below.

RE: PLAN APPROVAL FOR TUDOR ROSES MEETING HOUSE
Dear Ms. Claypool-Beman:
345 6th Street, Suite 300
Bremerton, WA 98337
360-337--5235
The Kitsap Public Health District Food Program has reviewed the plans for the food service operation for
Tudor Roses Meeting House located at 237 6th Street in Bremerton. In addition, a plan review
inspection was performed at your proposed location on September 18th, 2015. In accordance with the
Rules and Regulations of the State Board of Health for Food Service (WAC 246-215) and the Kitsap Public
Health Ordinance 2014-01, the plans are approved with the following conditions:
1. Hand wash stations must be installed in the kitchen and within 25 feet of any food
service/food preparation areas. The hand wash station must have both hot and cold running
water as well as soap and paper towels. Soap and paper towel dispensers must also be
mounted at the hand wash sink stations in a manner that does not allow contamination of
adjacent food or food contact surfaces when reaching for the soap or single -use towels.
Directly above the hand wash sinks is the recommended location for these dispensers.
2. A 3-compartment ware -washing sink must be installed in the kitchen with each basin large
enough to accommodate the largest utensil you intend to wash and sanitize. In addition,
the 3-compartment sink must be indirectly plumbed- Indirect Plumbing Fact Sheet enclosed.
3. If you intend to install the hand wash sink and 3-compartment sinks directly adjacent to one
another, make sure you install an adequate barrier between the two to prevent potential
contamination from splashing water. If you have questions regarding this requirement
please feel free to contact me.
4. The flooring, walls and ceilings must be constructed of smooth, durable, non -porous and
easily cleanable material. Seal all wall penetrations and the floor if needed.
5. Coving must be installed along all the walls in the espresso service area between floors and
walls.
6. A mop sink will need to be installed as per your plans.
kitsappiblichealth.oi-g
HAB
Tudor Roses Meeting House will be issued a TYPE "R" Restaurant food service establishment permit.
Prior to opening for food service or food preparation, a pre -operational inspection of the facility must be
done. At this time, construction work must be completed and food service equipment must be installed
and operating. Please contact meat least five days in advance of the intended opening to arrange for
the pre -operational inspection.
I have also enclosed a copy of our Permit Procedure and Requirements Fact Sheet for new businesses to
serve as a guide during your construction. If I can be of further assistance, please contact me at (360)

h.N-& qNs When is a ramp not a snap 2
cyJ A ramp is not a ramp when it is a sloped walk. Where a walking surface has a 5-
percent slope [i.e., 1-inch (25.4 mm) rise to a 20-inch (508 mm) run] or less, it is
considered a sloped walk and not a ramp (IBC Section 202, ICC A117.1 Section
405.1). In general, ramps must have a slope between 5 percent minimum and 8
percent maximum (IBC Section 1010.2, ICC A117.1 Section 405.2).
When can a ramp be steeper than 8 percentslope fi.e.,1-inch (25.4 mna) rise to 12-inch
(305 nana) run]?
Ramps are utilized to negotiate changes
an a story in height. All ramps intended toys lchanges s
rve as an accessible route th
are utilized by the general public for access and means of egress must meet the
same technical requirements. The exceptions are:
• Ramps utilized for other purposes (e.g., ramps at a loading dock or service
entrance, within parking garages, IBC Sections 1010.1, Exception 3 and
1010.3);
• Ramps within assembly spaces that are not part of the accessible route (e.g.,
theaters, ballparks, IBC Sections 1010.1 Exception 1, 1010.3 and 1028.11);
and
• Ramps utilized for small elevation changes in existing buildings (i.e., 6 inch
0.8.5 d
(152.4 mm) or less rise, IBC Section 3411.8.5, IEBC Sections 41an
705.1.4).
Interior Accessible Route Elements • 123
What are the basic concerns/technical requirements for ageneral purpose and/or
accessible ramp 2
Both the IBC and ICC standard address requirements for ramps. Only the ICC
standard addresses requirements for curb ramps. There has been a concerted effort
to coordinate the ramp requirements in both. Not all requirements for ramps are
addressed in the ICC technical document. The building code takes into
consideration means of egress concerns that are in addition to the accessibility
concerns addressed in the standard (see Figure 43). The main points are as follows:
• Changes in Level: Consider an elevation change at the end of a ramp or at
the change from a ramp to a landing. A change in elevation of 1/2 inch (12.7
mm) at the bottom of a ramp could stop a person utilizing a wheelchair from
even getting on to the ramp. This would also constitute a tripping hazard for
anyone with mobility impairments (ICC A117.1 Section 303).
• Ramp and Landing Surfaces: The ramp must be constructed of materials
consistent with the type of construction, similar to stairways (IBC Section
1010.8). The surface material must be stable and slip resistant (IBC Section
1010.8.1). There is not a referenced standard to determine a value for slip
resistance because the current testing available does not provide a consistent
result. If the ramp is exposed to adverse weather conditions, the ramp should
also be designed to reduce the accumulation of water, ice or snow on the
ramp surface (IBC Section 1010.8.2, ICC A117.1 Section 405.10).
• Cross Slope: In addition to the general slope requirements, the cross slope
for a ramp is a concern that is often missed. A cross slope of greater than 2
percent [i.e., 1-inch (25.4 mm) rise to 48-inch (1219 mm) run] could pitch a
wheelchair user sideways as he or she moves up or down the ramp (IBC
Section 1010.4, ICC A117.1 Section 405.3).
• Minimum Width: The width of a ramp is determined by a combination of
the anticipated occupant load and the minimum width as required for exit
access corridors. In no case may a ramp provide less than 36 inches (914 mm)
clear between handrails, similar to an accessible route (IBC Section 1010.6.1,
ICC A117.1 Section 405.5). In addition, a ramp may not reduce in width in
the direction of egress travel (IBC Section 1010.6.3), similar to exit
stairways.
• Maximum Rise: The maximum rise permitted between landings is 30 inches
(762'mm) (IBC Section 1010.5, ICC A117.1 Section 405.6). Many people
that utilize ramps have stamina limitations as well as mobility impairments.
With a maximum slope of 1:12, landings spaced at distances no greater than
every 30 feet (9144 mm) provide a level space to rest as a long ramp is
negotiated.
• Adequate Landings: Landings must be located at the top and bottom of
each ramp run, points of turning and at any doors located along the ramp
(IBC Section 1010.7, ICC A117.1 Section 405.7). This is not intended to
prohibit a curved ramp as long as the slope and cross slope criteria can be
124 2012 IBC Accessibility and Usability for Commercial Buildings
met. Landings must be level (IBC Section 1010.7.1, ICC A117.1 Section
405.7.1). Where the path of travel along the ramp is a straight line, the
landing is required to be as wide as the ramp run and a minimum of 60-
inches (1525 mm) deep (IBC Sections 1010.7.2 and 1010.7.3, ICC A117.1
Sections 405.7.2 and 405.7.3). At locations where ramps change direction, a
landing that permits a 60-inch (1525 mm) turning circle is required (IBC
Section 1010.7.4, ICC A117.1 Section 405.7.4).

• Edge Protection: It is a concern that when a wheelchair user is traveling
along a ramp, a momentary loss of control could send him or her off the side
of the ramp; therefore, some type of edge protection other than handrails is
required. For ramps with required guards, the opening limitations would
typically allow for less than a 4-inch (102 mm) opening between the ramp
surface and the bottom of the guard (IBC Section 1013.4). This would form
an effective edge protection (IBC Section 1010.10.1, ICC A117.1 Section
405.9.2). Note that the standard does not address requirements for guards.
Some type of edge protection along all ramps is required (see Figure 44). The
exceptions listed are applicable to curb ramps and ramp landings and to the
ramp and surrounding grade move up together (IBC Section 1010.10.1, ICC
Al 17.1 Section 405.9). One alternative is that edge protection maybe
provided by a 4-inch (102 mm) high curb or a bar located at 4 inches (102
mm) above the ramp (IBC Section 1010.10.1, ICC A117.1 Section 405.9.2).
The second option does not require the curb or bar if the ramp surface is at
least 12 inches (305 mm) past the inside face of the handrail (IBC Section
1010.10.2 and ICC A117.1 Section 405.9.1).

(c) Curb
The design of a safe and usable ramp is critical for accessibility to a space. Items
that can result in a temporary loss of control or fall are of great concern. Collection
of snow, ice or debris on a ramp can be very hazardous. An incorrect cross slope
can also pitch a wheelchair user towards the side of the ramp. Edge protection is
critical to prevent the small caster wheels or a crutch tip from slipping off the edge
surface. From a design aspect, a 4-inch (102 mm) curb is permitted (see Figure
45). However, the chances of debris collection are greater than where a rail is
installed less than 4 inches (102 mm) above the ramp surface. Guards are not
required until the drop-off is greater than 30 inches (762 mm) however, if someone
does fall or stumble on a ramp, he or she could pitch sideways under the handrail.
For SI: 1 inch = 25.4 mm
