congressional delegation, and also assisted in coordinating meetings with the Office of Economic
Adjustment (OEA), setting the stage for the City’s 2020 award of $690K in grant funds for the
$750K Joint Compatibility Transportation Plan. Work by Johnston in 2020 focused on assisting the
City in securing the OEA grant, along with a variety of efforts to communicate the City’s priorities as
legislation was developed to implement the Defense Community Infrastructure Program (DCIP,
new construction grant program), along with pursuing a medium-sized City set aside for Surface

4A – PUBLIC HEARING ON ORDINANCE NO. 5410 TO AMEND BREMERTON MUNICIPAL
CODE SECTION 20.46.010 OF THE ZONING CODE REGARDING ACCESSORY DWELLING
UNITS: Planning Manager Allison Satter explained in a Power Point presentation the action
before Council is to conduct a Public Hearing and adopt an Ordinance amending Bremerton
Municipal Code (BMC) Title 20 for Accessory Dwelling Units (ADU). The Code Amendments are to:
Revise the regulations to change the maximum number of ADUs allowed per lot, revise the
maximum size limitations, reduce the design criteria, amend the parking requirement, remove the
owner occupancy requirement, and allow certain nonconforming structures to be converted for use
as ADUs.
The justification to amend the ADU code was started with the City’s Infill Toolkit and then was
subsequently encouraged by Washington State Legislature (which requested cities to consider
ways to increase residential capacity such as revising the ADU code). This proposed code would
allow the construction of more ADUs within the City. This ADU code has been through a thorough
public process including: Planning Commission, presenting at the Kitsap Building Association,
discussion with property owners, and even a recent Kitsap Sun article. Planning Commission
Chair Nick Wofford was also available to provide input and answer any questions.
President Younger explained the purpose of this Public Hearing is to accept public comment…
Questions and comments from the public were received by Anna Mockler, Micah Chappell, Eric
Roberts, Russ Shiplet, Roy Runyon, Susan Digby, Dave Kimball, Kevin Walthall, Matthew
Adams, T.J. Vezina, and Brian Anderson…

opened discussion to the Council…
