I am both a licensed professional engineer and licensed engineering geologist in the State of Washington, The area which contains the vegetation to be cleared and buildings to be demolished is not defined a geologically hazardous area; however, it fails within the 50 foot default buffer defined by the City of Bremerton Critical Areas Ordinance. The buildings are located with a nearly level area between the steep slope crest and Wheaton Way. The steep slope is defined as a Critical Area due to the slope inclination being greater than 40%. The entire site, including the steep slope, is mapped as continental glacial till, which consists of very dense silty sand with gravel that was deposited beneath the continental glaciers during the last Ice age. Glacial till has a high shear strength and therefore forms steep stable slopes provided it is protected from erosion. The steep slope at the referenced site is well vegetated and is therefore protected from erosion, The site is not within a mapped landslide area and the trees on the slope do not show signs of past slope movement or soil creep. Therefore, it is our opinion that the proposed demolition can occur within the 50 foot default setback area without impacting the steep slope critical area, We recommend at least a 10 foot buffer be maintained between motorized demolition equipment and the crest of the steep slope. It is also our understanding that clearing of vegetation on the level portion of the site is desired. It is our opinion that clearing of vegetation with the 50 foot buffer will not impact the steep slope area provided vegetation is mulched and broadcast over the ground to provide erosion protection within at least a 10 foot strip above the crest of the steep slope, Per the City of Bremerton Critical Areas Ordinance, an erosion control plan is not required for clearing and grading within 200 feet of a high geologic hazard area provided the clearing occurs between May 1 to October 1. Therefore, it is our opinion that an erosion control plan Is not required for demolition of the buildings or clearing of vegetation, provided it occurs during the dry season, defined as May 1 to October 1. " This certification requirement does not apply to asbestos projec#s conducted in an owner -occupied, single family residence performed by the resident owner of the dwelling, AHERA (Asbestos Hazard Emergency Response Act) regulation requires this inspection to include the identification of Friable and Non -Friable ACM in (1) Surfacing Materials, (2) Thermal System Insulation, and (3) Miscellaneous Materials; to delineate homogeneous areas and to sample or "Presume" all materials located. Friable ACM is thought to release fibers into the all. more readily, however, many types of Nan -Friable ACM can become airborne if disturbed. Additionally, the condition of the material will be graded and the potential for future damage assessed. The number of samples required is specified in the AHERA Rule (40 CFR 763.86) as follows; Surfacing Materials;. {SM} 3 samples par homo- geneous area of less than 1000 square feet, 5' samples for greater than 1000 but less than 5000 square feet, 7 samples for greater than 5000 square feet. Thermal System Insulation: (TSI) 3 samples from each homogeneous area that is not "Assumed" to be asbestos,1 sample per each patched area, and as determined by the inspector for tees, elbows or valves. Miscellaneous Materials; {MM) Sample in amounts determined sufficient by the inspector, Friable asbestos is material that can be crumbled, pulverized or reduced to powder by hand pressure. Non -Friable asbestos can became Friable by sanding, grinding, sawing, or other mechanically in duced means. EPA (Environmental Protection Agency) regulates asbestos above 1%, as determined using the method specified in Appendix A, Subpart F, 40 CFR (Code of Federal Regulations) Part 763, Section 1, by Polarized Light Microscopy (PLM). These agencies regulate asbestos in these counties; (Washington State) • Puget Sound Clean Air Agency (PSCAA) King, Kitsap, Pierce, Snohomish • Olympic Regional Clean Air Agency (ORCAA) Jefferson, Clallant, Mason jhurston, Pacific, Grays Harbor • Southwest Clean Air Agency (SWCAA) Lewis, Clark, Waid:iaktir% Cowlitz, Skamania • Yakima County Clean Air Authority (YCCAA)Yakima • Northwest Air Pollution Authority (NAPA)%atcom, Skagit, island + Douglas County Clean Air Commission,Dmiglas + Grant County Clean Air Authority, Grant • Tri Counties Air Pollution Control Authority, Benton, Walla Walla, Franklin • Spokane County Air Pollution Control Authority (SCAPCA) Spokane 5 e • Washington Department of Ecology, (DOE) Stevens, Ferry, Okanogan, san Juan, Cheian, Kittitas, Klickitat, Columbia, Garfield, Asotin, Adams, Lincoln, Pend Oreille There is a required waiting period after filing a notification before work can begin. Asbestos Definition "Asbestos" includes Chrysoule, Amosite, Crocldolite, Tremolite asbestos, Anthtophylite asbestos, Actinolite asbestos, and any of these minerals that have been chemically treated and/or altered. Cluysotile is the mast commonly used type of asbestos in North America, known as "white asbestos", the only mineral in the serpentine group of asbestos minerals. The ward "asbestos" (Greek -not extinguishable} was first recorded in the first century AD, although the substance was known as early as the second century BC. 75% of the world's asbestos is mined in Quebec. Exposure to asbestos fibers can cause asbestosis, various cancers and the deadly mesothelioma which is an inoperable cancer of the chest and abdominal linings. Because there is no known safe Ievet of exposure to asbestos, all exposure should be avoided. Asbestos was used in the United S#ates in over 3dQ0 different building materials, and while it is possible to suspect that a material contains asbestos, actual determination can only be made by instrumental analysis. Sampling Protocol This survey addresses Friable and Non_friable suspect asbestos containing materials to meet NESHAP 40 CFR 61 (National Emissions Standards for Hazardous Air Pollutants) requirements for renovation and/or demolition activities. When suspect ACM is observed our technicians are trained and proficient in gathering samples by approved industry standards. All samples are then analyzed by an independent EPA -approved NVLAP/ 41ST/A1HA accredited lab that participates in the PAT program according to 29 CFR 1910.1001, 0)(8)(ii)(A&B). The samples are analyzed using PLM with dispersion staining to estimate the percentage of asbestos composition by volume. Samples in which less than 1 % of asbestos mineral is detected is designated as "None Detected" (ND) or "No Asbestos Detected" (NAD). Random samples are gathered of each homogeneous suspect ACM identified during a visual search. A series of samples are gathered (according to the 3-5-7 AHERA Rule) and are read at the lab for a positive result. If positive, no other samples are read of that material, if the sample is negative of asbestos content, the other samples are studied. All samples gathered must be reported negative for the material to be considered "None Detected". The laboratory analysis of all bulk sampling is included in this report and intended to be an integral part of the inspection data. Guidelines require laboratories reading asbestos samples to read all materials which are included in the submitted sample (tile, mastics, vinyls, adhesives, leveling compounds, etc). Because we frequently submit a "layered" sample, we may not sample mastics/adhesives separately as we feel this would be redundant and cause confusion in the interpretation for our clients and also result in costlier lab fees. Therefore, the number of samples gathered will not always result in the same number of sample results received from the lab, Not all laboratories are qualified to analyze asbestos. The lab must be NVLAP certified, participating in the PAT Program of the Federal government, 004. Surve Methodolo 1 Limitations Site reconnaissance was conducted by a Certified AHERA Budding inspector, in accordance with 40 CFR Part 763 Appendix C, who is familiar with the probable uses and locations of suspected Asbestos Containing Building Materials (ACBM). In addition to a visual walk through, effort is expended to disclose prior uses of the facility, age, and characteristics of construction, and other information which helps determine the potential presence of suspected ACBM. This inspection report is the written opinion of a qualified Certified AHERA Building Inspector and is based on conditions visible at the time of the site visit. This report does not constitute a warranty of any kind. Although extensive searches are conducted, there remains a remote possibility that asbestos in some form may lie undetected within the structure; under a floor, inside a duct, behind a wall, or buried in the ground. No degree of demolition was authorized or performed. Some printed materials may be included in #his report strictly for educational purpose. Estimated dimensions quoted in #his report are approximate estimates for location awareness of the materials and are not intended to be accurate for bidding. The Abatement Contractor should check all measurements by site visit. No portion of this report should be removed from its entirety; copies can be made by folding back the pages, This report should remain on file for future reference regarding this structure. In alder structures, it should be noted for personal safety, #hat most window putty did contain asbestos, and that in the process of removing the putty to repair a pane, some individual contamination would most likely occur. Such windows should be removed with the glass intact, and disposed of as a unit. When floating is considered suspect of asbestos content, the mastic should always be treated as suspect as well, and should never be chipped, sanded or scraped until tested to determine if asbestos is present. All questions pertaining to this report should be directed to our office for immediate response. Field notes are included in this report for their interpretive value. Photo's if taken are included for identification. 9 Sample readings resulting in less than one percent (<I %) will not be recorded as asbestos because this amount in unregulated, therefore not considered asbestos (ACM). Our services have been executed in accordance with generally accepted practices within the limitations of scope, schedule, and budget; no other conditions are expressed or implied. This report does not expire as long as all repairs and remodeling activities after the inspection has been performed are conducted using new materials (not inventoried or used) certified asbestos flee; and this action is carefully documented. Because materials are being imported into the United States from China, which can contain asbestos, all suspect materials must be tested to ascertain whether or not asbestos fibers are present. There no longer is a "cut off' date from the year that the U.S. stopped the manufacturing of ACM for residential use that we can rely on. We have already done a lot of the work for you. • A contour map from Kitsap Parcel Search has been pasted into the attached Word document. It has the building footprint. This is your site plan. You can use it to show the limits of work and where erosion control measures will be placed. • Tell us what you will be doing to the building and what will be left, i.e., "demolish the building above ground, leave slab".Show us that you will adhere to the conditions laid out in the geotechnical engineer's email of 5/17/16 and the heavy equipment will not encroach into a 10-foot buffer to the crest of the steep slope. • Tell us how the slope will be protected with erosion control. The geotech suggested mulching the vegetation and broadcasting it over the ground within a minimum 10' strip above the crest of the steep slope. This will be sufficient until October 1. If the soils are not stabilized by October 1, other measures may be needed to prevent erosion. • Submit a completed application with the demo permit fee total of $104.50. The owner, the contractor working on behalf of the owner, or the authorized representative of the owner designated with a notarized document may submit the application. • We have the geotechnical engineer email printed and ready for the permit application. You do not have to bring it with you. • The sewer cap has to be in place or have planned coordination with Public Worl<s. The process has started for the sewer cap as the permit has been created and fees paid, and I believe some coordination has occurred with Derek Skanes. Once we have the permit application, it will be expedited but is not a counter review. This site has special conditions to address. Hope this helps to clarify. I believe Mark has the application filled out complete with the exception of the contractor information which the contractor will complete at the counter (contractor ubi, registration number, address, contact information) 1 We do not have a permit application. We created an estimate showing the parcel owner for Mark based on the building area. We have no information regarding the contractor. We cannot accept an application from Mark as he is not an authorized agent. In order to accept an application, we need a completed permit application, the associated documents, and the permit fees. We also need the sewer cap letter from Public Works to show the sanitation system has been capped. Public Works has not received an application or the appropriate fees. 2. Geotech letter has been circulated via email to the City and applicant will make a copy and attach it to the application. Thank you. 3. There is no grading taking place. The 8 hours of work is taking place on existing hard surface (Asphalt & Concrete). Since no dirt is being disturbed and no vegetation is being removed (simply mowed and left on site), I request that the erosion plan be waived since no work being performed would cause any erosion. Removal of the building will create an exposed dirt area that will be subject to erosion. The City's storm water permit requires us to be diligent in water quality on all sites. The geotechnical engineer's email has suggested erosion control measures to protect the slope and a condition will be placed on the permit that all recommendations of the geotechnical engineer be completed. 4. Not sure what a sewer cap letter is? The bldg slab will remain and once the fixtures are removed, any applicable sewer line will be plugged. This can be done as the applicable plumbing is revealed during demolition "after the permit is issued to do such" See answer to #1. The contractor or owner buys a cap and caps the sewer line, then Public Works inspects it. 5. Applicable fees can be paid at the counter Yes, with the permit application. 6. Given the above, I don't see where review in addition to counter review would be necessary. My thought is that the reviewable information has already been reviewed unless I am missing something. The sewer cap is typically placed and inspected before the issuance of the demo permit to protect the sewer. Sometimes, the sewer cap can't be placed until the sewer line is located or exposed during demolition and Public Works will add an inspection on to the demo permit. I don't have all parties at the counter ready to approve a permit and some reviewers are located in another building. While true that a lot of review has already taken place during our discussions and correspondence, the reviewers will approve their step in the database and place appropriate conditions on the permit. Please allow us enough time to make copies and get the permit to everyone for review. If the applicant could bring in four copies of the documents, it would make it faster for the Front Counter to disseminate the permit. Thanks Jeannie, please advise.....Byron I hope I've explained sufficiently. Please let me know if you need any clarification on anything. The review of a demolition permit typically takes a couple of days depending on the complexity and the availability of the reviewers. The only thing that can be eliminated from the previous list of items for the permit would be the shoreline checklist. If the demo is planned for next week, I would suggest submitting the permit application today or tomorrow. This one is more complex than normal because of the concerns to protect the slope and the shoreline, and the email from the geotechnical engineer appears to address those concerns which will make the review more efficient. I am both a licensed professional engineer and licensed engineering geologist in the State of Washington. The area which contains the vegetation to be cleared and buildings to be demolished is not defined a geologically hazardous area; however, it falls within the 50 foot default buffer defined by the City of Bremerton Critical Areas Ordinance. The steep slope at the referenced site is well vegetated and is therefore protected from erosion. The site is not within a mapped landslide area and the trees on the slope do not show signs of past slope movement or soil creep. Therefore, it is our opinion that the proposed demolition can occur within the 50 foot default setback area without impacting the steep slope critical area. We recommend at least a 10 foot buffer be maintained between motorized demolition equipment and the crest of the steep slope. It is also our understanding that clearing of vegetation on the level portion of the site is desired. It is our opinion that clearing of vegetation with the 50 foot buffer will not impact the steep slope area provided vegetation is mulched and broadcast over the ground to provide erosion protection within at least a 10 foot strip above the crest of the steep slope. Per the City of Bremerton Critical Areas Ordinance, an erosion control plan is not required for clearing and grading within 200 feet of a high geologic hazard area provided the clearing occurs between May 1 to October 1. Therefore, it is our opinion that an erosion control plan is not required for demolition of the buildings or clearing of vegetation, provided it occurs during the dry season, defined as May 1 to October 1. City/ of BremertorL 239 FOURTH STREET BREMERTON, WASHINGTON 98310 (206) 478 - 5252 MAYOR GENE LOBE PURPOSE OF CHECKLIST: The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requies all. governmental agencies to consider the r environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. if you really do not know the answer or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some zoning, question agencies questions shorel, ine ask anA s it you can . can assist you. about governmental regulations, such as landmark designations. Answer these If you have problems, the governmental -1- Gateway to the Olympics and Home of the Puget Sound Naval Shipyard The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSAL: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." In addition, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (Part D). For nonproject actions, the references in the checklist to the words "project", "applicant" and "property or site" should be read as "proposal", "proposer," and "affected geographic area," respectively. November 29, 1989 Mr. Dick Mumma Building Official 239 Fourth Street Bremerton, WA 98310 RE: PROPOSED SIGN AT 1943-45 WHEATON WAY Dear Mr . Mumma D 1VOV 30 6g "11VGpFRT0N P9TM£NT Enclosed herewith is our reapplication for the sign proposed for 1943-45 Wheaton Way. This application includes the following: 1. Application forms with filing fee 2. Construction plans 3. Sign site plan 4. Environmental checklist 5. Topographic map and cross-section profile 6. Photographs GENERAL INFORMATION REGARDING APPLICATION SITE PLAN: a. the nearest travel lane along Wheaton Way is 22 feet from the existing fence located along the front property line. The northern most edge of the proposed sign will be located 8 feet south of the fence. The total distance between the sign and nearest travel lane is thus 30 feet. b. The location of the sign as shown does not obstruct any view of the water as can be seen from northbound traffic on Wheaton Way. 3601 6th Ave. S., Seattle, WA 98134 / Phone: (206) 682-3833 / FAX (206) 447-0377 Mr. Mumma Page Two November 29, 1989 c. The sign contains two faces @ 72 square feet per face equaling a total sign area of 144 square feet. Therefore, there will be a total of 144 square feet of landscaping beneath the sign. This landscaping will be low growing vegetation. TOPOGRAPHIC MAP AND CROSS-SECTION PROFILE TOPOGRAPHIC MAP: a. The map shows the subject property and the profile line A to A' on which the profile cross-section is based. b. The map indicates that there is vegetation between the sign and the top of the bank. Thus, the view of the sign from the water would be obstructed. c. The map also indicates extensive vegetation along the north side of Wheaton Way. This vegetation would obstruct the view of the sign from this side of the street. Moreover, the rise of the terrain on the north side of the street would indicate that the sight -line from future development would be above the top of the proposed sign. TOPOGRAPHIC CROSS-SECTION: The cross-section is drawn SW to NE and designated on the topographic map as line A to A'. The following is concluded with respect to the visibility of the sign and its relationship of the water/shoreline. a. There is an approximate height of 75 feet from the water level to the first significant slope break; a 100 foot rise from the water to the second slope break; and a vertical rise in height of 112 feet from water level to the grade level at the sign post. DO The post of the proposed sign is located approximately 190 feet landward from the water/shoreline. c. The sign is oriented perpendicular to the shoreline, and if visible from the water, which is 112 feet below and Mr . Mumma Page Three November 29, 1989 200 feet distant, only the edge of the observable. This edge of the sign is 185 of the water/shoreline. Sincerely, Terr Sandblast, Director Pla ng/Code Liai ison enclosures sign would be feet landward Cltyof Bremerton, << 239 FOURTH STREET BREMERTON, WASHINGTON 98310 (206) 478 - 5252 MAYOR GENE LOBE PURPOSE OF CHECKLIST: The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all. governmental agencies to consider the environmental impacts of a proposal before making decisions. An environmental. impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on _the quality of the environment. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. -1- Gateway to the Olympics and Home of the Puget Sound ;Naval Shipyard The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECRLIST FOR NONPROJECT PROPOSAL: Complete this checklist for nonproject proposals, even though questions may be answered "does not apply." In addition, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (Part D). For nonproject actions, the references in the checklist to the words "project", "applicant" and "property or site" should be read as "proposal", "proposer," and "affected geographic area," respectively. In Commercial designations that are isolated from the shoreline by a high bluff, the above sign restrictions and sign prohibitions may be waived by the Director of Community Development if it can be demonstrated that the views will not be blocked and that the signs will not be visible from the water. 3) Subject sign location is zoned Professional Office (PO), which is a Commercial designation. 4) The proposed site is isolated from the shoreline by a high bluff, which the applicant supports with a topo map and cross-section drawing. 5) The applicant also demonstrates by description and site photographs that the proposed sign will not be visible from the shoreline. 6) Based on the evidence presented by the applicant, the proposed sign installation appears to meet the requirements set forth in the Bremerton Shoreline Master Program for waiver from general sign restrictions by the Director of Community Development. . October 2, 1989 Mr. Don Pratt Director of Planning Bremerton Planning Department 817 Pacific Avenue Bremerton, WA 98310 E3RCPrr;"; U,rJ CUILDING U'RTMI:N7 RE: PROPOSED EMPIRE SIGN AT 1943-45 WHEATON WAY Dear Don: Earlier this year we submitted a building permit application to erect a 6 foot by 12 foot Empire sign that is to be placed on property located at 1943-45 Wheaton Way. This application has been held in abeyance because of a lack of information regarding the relationship of the sign to the shoreline. The topographic map that you recently sent to me has been helpful in developing the cross-section profile that is attached. Also included is a copy of the topographic map reflecting the location of the said property. The cross-section is drawn SW to NE and is designated on the map as line A to A. The following is concluded with respect to the visibility of the sign and its relationship to the water/shore. 1. There is an approximate height of 75 feet from the water level to the first significant slope break; a 100 foot rise from the water to the second slope break; and approximately 112 feet vertical height from the water to the grade level at the sign post. 2. The post of the proposed sign will be located approxi- mately 200 feet landward to the shoreline. 3. The sign is oriented perpendicular to the shoreline, and if visible from the water which is 112 feet below and 200 feet distant, only the edge of the sign would be visible, which would be located 194 feet from the shoreline. 3601 bth Ave. S., Seattle, WA 98134 / Phone: (206) 682-3833 / FAX (206) 447-0377 Mr. Don Page Two October Pratt 4. The topographic map indicates that there is vegetation between the sign and the top of the bank. Thus, the view of the sign from the water would be obstructed. Please see attached photograph. The topographic map also indicates extensive vegetation long the north side of Wheaton Way. This vegetation would obstruct the view of the sign from this side of the street. Moreover, the rise of the terrain on the north side of the street would indicate that the sought line from future development would be above the top of the proposed sign. Please see attached photograph. Lastly, the location of the sign in close proximity to Wheaton Way does not obstruct any view of the water as can presently been seen from northbound traffic. Please see attached photograph. I appreciate the time that you spend with men on September 19, 1989, and if I can answer any questions that you may have regarding the attached drawings, please call me at 682-3833. C1 3/'of BremertorL 239 FOURTH STREET BREMERTON, WASHINGTON 98310 (206) 478 - 5252 December 28, Ms. Kathy Wingren Ackerly Communications 3601 - 6th Avenue South Seattle, WA 98134 MAYOR GENE LOBE Re: Building Permit Application for Signs at 1128 Pearl Street, 1943 Wheaton Way and 500 National Avenue. Dear Ms. Wingren: By way of follow-up to our previous conversation, the sign proposed at 1128 Pearl Street has been approved as it complies with land use regulations in effect at the date of application. However, the two other proposed sign locations at 500 National Avenue and 1943 Wheaton Way cannot be approved at this time. In as much, I offer the following explanation. 500 National Avenue This site was zoned B-2 by Ordinance No. 3161 in 1974 and later amended by Ordinance No. 3286 in 1976. Ordinance No. 3286 restricts development to that "essentially as shown on the site plan" (exhibit "A" attached to the ordinance). This site plan does not show the proposed signs and therefore cannot be administratively approved. Copies of these ordinances are attached. L9 43 Wheaton Way The sign proposed at 1943 Wheaton Way is within 200 feet of the ordinary high water mark and therefore is within the jurisdiction of the Bremerton Shoreline Management Master Program (BSMMP). The BSMMP does not allow outdoor advertising signs within this 200-foot zone. However, it does state that in High Bluff situations some "...restrictions and prohibitions may be waived by the Director of Community Development if it can be demonstrated that views will not be blocked and the sign will not be visible from the water." Page 1 of 2 Gateway to the Olympics and Home of the Puget Sound Naval Shipyard To demonstrate this, please state now this proposal is consistent with the BSMMP's goals, policies and regulations and submit a visual impact analysis for our review. Such analysis will become part of the SEPA documentation for the Environmental Checklist, Section B.(10) Aesthetics. Such an analysis is not a common environmental documentation but in this situation is required by the BSMMP. If you need assistance request, please feel free Sincerely, 7"' JACK ALLINGHAM Planner JA:dw Enclosures in developing a methodology for this to contact our department at 478-5275.
