Currently the taxes levied in the City of Bremerton in 2020 for collection in 2021 will increase by 0.602% except for the amounts resulting from new construction and improvements to property, and any increase in the value of state-assessed utility property. RCW 84.55.0101 provides for use of a limit factor of 101 percent or less with a finding of substantial need by a majority plus one vote of council members. The City general fund is reliant on the use of the fund balance to supplement ongoing revenues to meet annual operating expenditures. The additional property tax authority will provide funds to be used for public safety, street maintenance and preservation of the City’s other basic core services. Failure to declare a substantial need will result in a permanent loss of taxing authority. There were no questions or comments from the public… 5:58 Motion was made by Sullivan; and seconded by Simpson… Questions and comments were provided by Simpson, Sullivan, Daugs, Goodnow, Wheat, and Younger; with responses provided by Mr. Riley… 6:30 M/S/C/U (Sullivan/Simpson) Move to adopt Resolution No. 3334 to make a Declaration of Substantial Need for purposes of Setting the Limit Factor for the General Property Tax Levy and EMS Levy for 2021. 3C – ORDINANCE NO. 5407 TO LEVY PROPERTY TAXES FOR COLLECTION IN 2021: Financial Services Director Mike Riley used a Power Point to share that cities over 10,000 in population are allowed to raise their annual property tax collection by either 1% or the amount of the July Implicit Price Deflator (IPD), whichever is lower. This year, the IPD was 0.602%. As presented during the public hearing earlier on November 4th, the City is requesting the full 1% increase to our general property tax and EMS levy over the prior year’s collection, as allowed by law. This increase, along with the amounts anticipated for new construction, has been included in the 2021 Proposed Budget. RCW 84.52.020 requires all taxing districts to “certify to the county legislative authority, for the purpose of levying district taxes…the amounts to be raised” by property taxes. RCW 84.55.120 requires that the certification includes the enabling tax ordinance setting the property tax rate. These documents must be submitted to the county by November 30, 2020. Questions from the public were received by Roy Runyon, with responses provided by Mr. Riley… 6:44 Motion was made by Sullivan; and seconded by Goodnow… Questions and comments were provided by Sullivan, Goodnow, Simpson, Wheat, and Younger; with responses provided by Mr. Riley… 6:52 M/S/C (Sullivan/Goodnow) Move to pass Ordinance No. 5407 establishing the amount to be collected in 2021 by taxation on the assessed valuation of taxable property within the City limits of Bremerton and setting the property levy rate.
