PUBLIC HEARINGS
AREA PLAN AND REPEALING BREMERTON MUNICIPAL CODE CHAPTER 20.92 TO
ACTIVATE THE DEVELOPMENT REGULATIONS WITHIN THE SUBAREA PLAN: Planning
Manager Allison Satter provided a Power Point presentation to explain that the action before the
Council is to conduct a public hearing and consider amendments to the Bremerton Municipal Code
and Comprehensive Plan to incorporate the Eastside Village Sub Area Plan (formerly called the
Eastside Employment Center). With the hospital leaving, the purpose of the Subarea Plan is to
develop a future vision for the area by establishing a development plan for the project area and
create regulations to guide development, consistent with the Bremerton Comprehensive Plan.
The City desires to ensure that the Center remains an economically vital center with both jobs and
housing. With this goal, the City commissioned the preparation of a subarea plan for this area. The
plan builds on past planning efforts and economic and market analysis to describe a vision, land use
and design, and action strategies for the Center. This Center's Subarea Plan is a comprehensive 20-
year plan that establishes the general patterns for future land use, transportation and other
infrastructure needs in the area. The purpose of this plan is to provide greater detail, guidance, and
predictability to future development within the Center. Upfront environmental review is part of the

3B — PUBLIC HEARING FOR PLANNED ACTION ORDINANCE NO. 5402 FOR THE EASTSIDE
VILLAGE SUBAREA: Planning Manager Allison Satter provided a Power Point presentation to
explain that the action before the Council is to conduct a public hearing and consider public
testimony on the Planned Action Ordinance for the Eastside Village Subarea.
According to State Environmental Policy Act (SEPA), a "Planned Action" is a designation for a
project or elements of a project that shifts environmental review from the time a permit application is
made to an earlier phase in the process. The planned action analysis applies to the entire study area
and addresses potential impacts and mitigating measures for each of the identified alternatives.
Under the SEPA, a planned action ordinance is a way to have an environmental review of a specific
geographic area before any permits have been filed. Projects that qualify as a planned action may
use a streamlined permitting process. Being designated a planned action is voluntary and provides
predictability and time savings for projects because planned actions do not require an additional
processing under SEPA. This reduces time and cost for projects looking to locate in the area.

was pleased that Governor Inslee has expanded the allowed uses and increased capacity for

thanked Council Member Michael Goodnow for his report adding that he believes the State should
not have closed down in the first place, and never should again, but was glad to see businesses
opening up with continued use of social distancing and wearing face masks.
