SUMMARY: The action before the Council is to conduct a public hearing for the 2020 Comprehensive
Plan Amendment Docket and associated zoning code amendments. To maintain consistency through the
Comprehensive Plan and Zoning Code, this action includes two ordinances as follows:
1. Ordinance No. 5403 is to amend the Comprehensive Plan text; and
2. Ordinance No. 5404 is to amend the Zoning Code text to maintain consistency with the
Comprehensive Plan,

1. Staff Memo, including Minutes of the Planning Commission Workshop (January 27, 2020) and
Public Hearing (September 21, 2020, Draft) and written public comments
2. Ordinance No. 5403 with the following Exhibits:
• Exhibit A: Findings and Conclusions from the Planning Commission
• Exhibit B: Comprehensive Plan Land Use Element replacement page for Low Density
Residential modification
• Exhibit Co Downtown Subarea Plan replacement pages for the Multi -family
Residential (1 + 2) and One -and -Two -Family Residential (R-20)

Code Title 20, Zoning Code to be consistent with the Comprehensive Plan amendments.
