SUMMARY: The action before the Council is to conduct a public hearing and consider public
testimony on the Planned Action Ordinance for the Eastside Village Subarea.
According to State Environmental Policy Act (SEPA), a "Planned Action" is a designation for a project
or elements of a project that shifts environmental review from the time a permit application is made to
an earlier phase in the process. The planned action analysis applies to the entire study area and
addresses potential impacts and mitigating measures for each of the identified alternatives.
Under the SEPA, a planned action ordinance is a way to have an environmental review of a specific
geographic area before any permits have been filed. Projects that qualify as a planned action may
use a streamlined permitting process. Being designated a planned action is voluntary and provides
predictability and time savings for projects because planned actions do not require an additional
processing under SEPA. This reduces time and cost for projects looking to locate in the area.
