SUMMARY: Staff recommend the City pursue funding from the Surface Transportation Program
(STP) for a West Kitsap Way Corridor Planning Study with limits between Chico Way/City Limit and
State Route 3 interchange. The study will involve public involvement, design concept development
and strategies for future project funding and implementation. In general, the design concept consists
of re-channelizing and reconstructing the corridor with consideration to multimodal facilities. The
STP program funds projects at a maximum of 86.5% with a minimum match of $13.5%. The
estimated cost of this project is $606,000, and staff intend to request $524,190 in grant funds,
requiring the City commit to providing matching funds of $81,810. Planning projects funded through
STP grants are not subject to Federal Highway Administration (FHWA) Order 5020.1A and do not
obligate the city to long term (10-year) timing or project phasing commitments. For this grant cycle,
KRCC has required applicants to include acknowledgment of these requirements from the governing
body of the City with the grant applications.
ATTACHMENTS: Proposed Resolution No. 3324
FISCAL IMPACTS (Include Budgeted Amount): If awarded this grant in the Countywide
competition, the City would be required to provide $81,810 in matching funds for the project
match was included in the 2021-2025 REET projection.
