SUMMARY:
In August 2019, the City accepted a Pedestrian and Bicycle Safety Program State Funding Grant
through WSDOT to perform public outreach and design bicycle and pedestrian enhancements on
Naval Avenue from 1"to 151h Streets, The City advertised a Request for Proposals and received
proposals from four qualified design firms. Three firms were interviewed, and HDR was selected to
perform the design. The Professional Services Agreement will be in WSDOT standard format, with its
standard terms and conditions.

FISCAL IMPACTS (Include Budgeted Amount):
The consultant fee for design is estimated at $614,400 and is fully funded by the grant.

the Naval Avenue Pedestrian and Bicycle Enhancements Project; and authorize the Mayor to finalize
and execute the agreement with substantially the same terms and conditions as presented.
