SUMMARY:
In June 2019, the City accepted a United States Surface Transportation Program (STP) Grant
through the Puget Sound Regional Council (PSRC) to design and construct a roundabout at the west
end of the Manette Bridge and full street reconstruction from the roundabout to Pacific Avenue. The
City advertised a Request for Proposals and received proposals from four qualified design firms.
Three firms were interviewed and Skillings Connolly was selected to perform the design. The
Professional Services Agreement will be in WSDOT standard agreement, with its standard terms and
conditions.

FISCAL IMPACTS (Include Budgeted Amount):
The consultant fee for design is estimated at$530,000.00; $458,450.00 will be from the STP Funding
and $71,550.00 will be City funding from REET (Real Estate Excise Tax).

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with Skillings Connolly, Inc. for the design of
the Washington and 11th Improvements Project; and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
