Bill,
See attached. I changed the language without track changes except for a couple of issues I wanted to point out to you. I
used the warning language from RCW35.21.005. I also used language regarding time to submit to the voters pursuant to
RCW 35.17.260(1). 1 appears that the language on the signature page is suppose to be on each signature page so it has
been formatted to do that. Call me if you have any questions.

CITY OF BREMERTON
Initiative Process
The City of Bremerton is a first class city. The city has adopted the power of initiative and
referendum' under Article VIII, Section 34 of the City Charter.
An initiative or referendum petition is valid if the petition contains a sufficient number of
signatures. For the city, it is 25 percent of all votes cast in last election for mayor. As of the 2018
election, an initiative must contain at least 1,799 Bremerton registered voter signatures.
Everyone who signs the initiative petition must have their signature, their street address and the
date signed. RCW 35.21.005 contains more petition requirements.
The signed petition must be filed with the City Clerk. The City Clerk has three working days to
send it to the County Auditor. It will take the County Auditor one to four weeks to review and
validate the signatures. The County Auditor will then certify if the petition has a sufficient number
of registered voters.3
When the City Clerk receives the sufficiency certification from the County Auditor, the City
Council has two options. The City Council can pass the proposed ordinance without alteration
within 20 days, or submit the measure to a vote of the people.
A taxpayer may commence an action in the superior court to seek an election on the proposed
ordinance if the clerk finds the petition insufficient, or if the City Council refuses to pass the
proposed ordinance or order an election.
A proposed measure passing at election becomes a Bremerton ordinance. A vote of the people
only can repeal or amend an ordinance adopted by initiative.
Please contact the City Clerk for questions about the initiative and referendum process:
