Re: Public Hearing to Adopt Funding Recommendations for 2020 CDBG/HOME Action Plan
On March 20, 2019,the City Council approved the 2020 CDBG/HOME Policy Plan which outlined the
funding allocation process and included all CDBG rules and regulations. The Policy Plan also allocated
funding for CDBG and HOME Administrator, CDBG and HOME funds for the City's HOME program
priorities and targeted funds for the following priorities:
• City-Wide Job Training Programs
• Capital Funding in the Target Area
All funding is allocated through a competitive allocation process. The HOME funded projects were
funded with the Kitsap County Block Grant Program and their Grant Recommendation Committee.
This process was established by an interlocal agreement between Kitsap County and the City of
Bremerton as the City is a member of the HOME Consortium.
The competitive application process began in June with release of the City's Notice of Funding
Availability and in July with release of the funding applications. For 2020 funding the Application was
made accessible online and submitted directly to City Staff.Applications were due August 18th
Received were:
• 6 Capital Applications
• 3 Job Training Applications
Applications were screened by City of Bremerton CDBG Administrator, and City of Bremerton Auditor
for completeness, financial stability and eligibility. One application did not pass forward to the review
round.
Each application was individually reviewed and scored by a team of Project Review Committee (PRC)
Members, then interviewed, ranked and evaluated by the PRC.Through this evaluation process the
Project Review Committee developed the funding recommendations shown in Exhibit A of the
Resolution. The projects are each described in Exhibit B.
A 30-day public comment period was opened via legal notice in the Kitsap Sun, running from
September 26th through October 26th. No public comments were received on the funding
recommendations. Recommendations for awards to be funded by the City of Bremerton CDBG or
HOME programs will be presented to Bremerton City Council for approval on November 6th in a public
hearing.
All funding approvals are contingent upon estimated 2020 funding from the Department of Housing
and Urban Development. The Project Review Committee has developed funding contingency
provisions in case the City receives more or less funding than anticipated.
If approved, these funding recommendations will be submitted to HUD in the 2020 Annual Action
Plan.

projects.
