SUMMARY: Proposed ordinance to amend and re-establish the 2020 Utility Assessments, Rates,
Fees, and Charges.

FISCAL IMPACTS (Include Budgeted Amount): General Facility Charges (GFCs)were adjusted by
3.57%, the annual change in the 20-City national average Construction Cost Index (CCI) published
by Engineering News-Record (ENR). Miscellaneous fees were adjusted by an annual change in the
Consumer Price Index -All Urban Consumers (CPI-U), Seattle-Tacoma-Bellevue for the month
ended August 31, 2019 at 3.2%. The Utility rates are incorporated in the 2020 Proposed Budget.
