SUMMARY: Requests for proposals were submitted to four Chemical Companies. Three proposals
were received in response to a request from the city for furnishing 12.5% bulk sodium hypochlorite
low-salt solution to the Westside WWTP. HASA, Inc., of Longview, WA submitted a proposal for low-
salt, sodium hypochlorite at$0.925/gallon delivered to the Westside WWTP. The proposal also
included $150 split-load fee when delivery is made to the Westside WWTP and to city lift station OC-
1 located at 2100 12th Street or OC-3 located at 1730 Park Avenue. The proposal will have firm
pricing for a one-year term, from the time the proposal agreement is signed. HASA, Inc., cost
including tax is the lowest proposed to the city.
ATTACHMENTS: 1) Sodium Hypochlorite proposals from HASA, Inc., JCI Jones Chemicals, Inc.,
Univar Solutions, and NorthStar Chemical
FISCAL IMPACTS (Include Budgeted Amount): These purchases are budgeted through the
WWTP Operating Supplies budget of$540,000.

RECOMMENDED MOTION:
Move to approve the proposal to purchase bulk low salt 12.5% sodium hypochlorite solution for a
period of one year from HASA, Inc. at a cost of$0.925/gallon delivered; and authorize the
Wastewater Manager to make these purchases on an as needed basis.
