Gero, Planning Director DATE : April 6 , 1984 SUBJECT: Bremerton Sun Parking Lot Building Permit I have consulted the City Engineer regarding the above-referenced building permit. The City Engineer has determined that the existing landscaping on South property line of the Bremerton Sun parking lot is located within the public right-of-way. While the applicant may or may not decide to keep the existing landscaping in the public right-of-way (the applicant must contact the City Engineer) , the applicant is nevertheless still required to meet the screening requirements of the current Zoning Ordinance, as follows : Section 716 . ENCLOSURE. A rail fence, evergreen hedge, wall or other continuous barricade of harmonious material and design at least eighteen (18) inches, and not more than thirty-six (36) inches, in height, shall be provided along property lines which adjoin streets or alleys in business and manufacturing districts except at exits or access driveways; provided that off-street parking areas which adjoin or face across a street, alley or property line toward residentially zoned and/or used property (or institutionally used premises) shall be more effectively screened on such sides by a continuous, view-reducing fence, wall or compact evergreen hedge, which shall be broken only for egress and access drives and walks. Such fence, wall or hedge shall comply with the usual height and yard requirements, and shall be maintained in good condition. In case the elevation of that portion of the parking area immediately adjacent to the dwelling is six (6) feet or more below the elevation of the lowest habitable floor in said dwelling, then an appropriate retaining masonary wall shall be substituted along the common lot line. Slopes or other areas between the parking area and the side or street lot line shall be landscaped with grass, hardy shrubs, trees or evergreen ground cover and shall be maintained in good condition. In the case of a proposed parking area which exceeds ten thousand (10 ,000) square feet in area, and which is to be located in or adjoining (or across the street from) any residential district, the planting and maintenance of trees, shrubs, ground cover and/or lawn within and along borders of such parking area is required; planting plans for said area must be reviewed and approved by the Planning Commission and Parks Department. Appropriate wheel and bumper guards shall be provided to protect landscaping and structural appurtenances. In addition, I have consulted with the contractor regarding the ten (10) foot wide painted parking spaces ; the building permit site plan shows nine and one-half ( 9.5) foot wide parking spaces. When the screening requirements (as noted above) are established on the site, the width of parking spaces 10 and 11 may need to be adjusted as well as any other spaces on the lot. Please note that all resulting parking spaces must meet the 160 square foot requirement of Section 706 . Also, the substandard parking space adjoining parking space #19 in the Northwest corner of the parking lot must be identified as a "non-vehicular parking space except for motor cycles" in one of the following manners : 1 . Erect a sign that states "NO PARKING" ; or 2. Erect a sign that states "MOTORCYCLE PARKING ONLY" ; or 3 . Landscape the subject area (except access way) as a method to identify that no-parking is allowed.
