Council Members present were Michael Goodnow, Lori Wheat, Kevin Gorman, Leslie Daugs, and Pat Sullivan. Council Member Richard Huddy was absent. Legislative Office Manager Lori Smith was present to provide staff support. President Younger emphasized that the Study Session is open to the public, and except for Items A4 and A5, there will be no opportunities for input or participation; no action is anticipated; and the content of these items is subject to change. Award of Public Works Agreement to Tercom Construction, Inc. for Installation of Conduit for Fiber Optic Cable at Gold Mountain Golf Club Consent Agenda 3. Interlocal Agreement with the Kitsap Conservation District for the Rain Garden & Low Impact Development (LID) Project Consent Agenda 4. AWARD OF PUBLIC WORKS AGREEMENT TO VET INDUSTRIAL FOR THE SR-304 GATEWAY MEDIAN LANDSCAPE PROJECT: Public Works Project Manager Katie Ketterer explained that the SR 304 Gateway Median Landscape project will remove overgrown vegetation and dead trees from the median of SR 304 and replace the vegetation with river rock. The project was originally planned as a 3-year project to be completed by the Street Department crew. The first phase (from SR 16 interchange to Charleston Beach Rd.) was completed in 2018 for a cost of $80,000. The second and third phases were planned for 2019 and 2020; however, other work completed earlier this year resulted in the inability of the Street Crew to the landscaping. An evaluation of the work plan and estimate revealed that outside forces could complete phases 2 & 3 of the project in 2019 cost effectively and free up the street crew to complete other projects. Requests for bids were solicited from the small works roster to construct landscape improvements to the SR 304 Gateway Median from Charleston Beach Road to 1st Street. Two bids were received, and Vet Industrial submitted the low bid of $185,050 which is less than the Engineers estimate. Vet Industrial is the lowest responsive and responsible bidder and Public Works recommends the contract be awarded to Vet Industrial in the amount of $185,050. Anna Mockler; Jane Rebelowski; and Larry Leggett provided comments and questions, with response provided by Ms. Ketterer and Public Works Director Tom Knuckey... 05:33:00 M/S/C (Gorman/Sullivan) Move to Award the Public Works Agreement to Vet Industrial for the SR-304 Gateway Median Landscape Project; authorize the Mayor to finalize and execute the agreement with substantially the same terms and conditions as presented; and approve a budget amendment of up to $145,000 from REET balance to the Transportation Capital Fund.
