The inspector was not able to access the storage room, and the water closets were required to have elongated bowls with open front seats. The letter requested you replace the water closets and provide access to the storage area so that another inspection could be performed. In addition, the Planning Department has denied the issuance of the required Certificate of Occupancy for this facility until the landscaping has been planted. Occupancy and use of this facility without a Certificate of Occupancy is a violation of Section 307 (a) of the Uniform Building Code, as adopted by the Bremerton Municipal Code. I will issue a Certificate of Occupancy when the following conditions are met: 1 . An approved final inspection is performed of all areas of the site by the Building Department; 2. The landscaping is planted, or a bond posted for the work, based on a written estimate from a registered landgcape contractor. The file for this address shows my department has contacted you several times and asked that you complete the project and call for final. inspection; specifically that you complete the landscaping in accordance with the approved plans . The Planning Department has informed me that the landscaping provided is not sufficient , nor does it reflect the plan submitted to this department and approved. We reviewed the environmen- tal checklist and have the following comments. Installation of new underground storage tanks must meet the requirements of the new federal underground storage tank regulations (40 CFR Parts 280 and 281) . Copies of these regulations are available from the Environmental Protection Agency by calling Ms. Vickey Stansberry at (206) 442-1086 or Mr. John Alspach at (206) 442-1643 . Federal underground storage tank regulations state that new tanks and any connected piping must be protected from corro- sion by either a cathodic protection system, or by being con- structed or coated with a non-corrosive material such a fiberglass. An acceptable method of leak detection must be employed, and the tanks must be equipped with spill preven- tion and overfill protection equipment. Notification of newly installed tanks must be provided to the Department of Ecology on a state notification form within 30 days of being put into service. The notification form can be obtained by calling 1-800-826-7716. Under the Uniform Fire Code, permits are required for the in- stallation of underground storage tanks. The local official charged with administration of the Code should be contacted regarding the permit requirements. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal . Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant , requiring preparation of an EIS .
