Box 2168,Poulsbo,WA 98370 July 28, 2019 Ms. Katie Ketterer City of Bremerton Public Works and Utilities 100 Oyster Bay Drive N. Bremerton,WA 98312 Subject: Proposal for Professional Services, Property Acquisition Support Critical Areas Reconnaissance and Preliminary Hazardous Materials Review Dear Katie: This letter presents a proposed Scope of Work,Schedule and Budget to complete a critical areas reconnaissance and preliminary hazardous materials screening of property you may purchase on Oyster Bay Avenue adjacent to your existing Operations Center. Based on communication with you and Chris Mottner, the following scope of work is proposed: SCOPE OF WORK Task 1—Critical Areas Reconnaissance The subject property includes a closed depression that may retain surface water during the wet season. This task will evaluate the closed depression and other areas of the property to determine whether wetland conditions are present,and/or whether other critical areas are located on or adjacent to the property. Please note that this review does not include evaluation of geologic areas of concern/steep slopes, which appear to be present on the site. Task 2-Preliminary Hazardous Materials Screening This task consists of a preliminary review of the potential for hazardous materials to be present on the property. The review will consist of site reconnaissance, review of on-line Department of Ecology databases, review of historical photographs available from the City or on-line, review of property disclosure forms provided by the current owner and review of other historical information provided by the City. Please note that an old car body was observed in the bottom of the closed depression. The car body was estimated at over 50 years old and was covered in vegetation. In the interest of time and attaining higher confidence in property conditions, it is recommended that the City obtain permission from the current property owner to excavate one test pit in the bottom of the depression to evaluate the potential presence of historical debris and/or potential contamination. My scope of work would include observation and documentation of this test pit excavation. No soil sampling is assumed and it is assumed the City would provide the tracked excavator and operator. Ms. Katie Ketterer July 28, 2019 Page 2 Please note that this preliminary hazardous material assessment would not meet the definition of a Phase 1 Environmental Site Assessment(ESA)as described under ASTM E1527-13. A Phase 1 ESA meeting these requirements typically requires four weeks to complete and I understand time is of the essence for the property transaction. The City may desire to reserve the right to prepare a Phase 1 ESA at a later date if the preliminary assessment described in this letter indicates more investigation may be warranted. DELIVERABLE A letter report would be prepared documenting the results of the critical area reconnaissance and preliminary hazardous materials review. SCHEDULE Assuming you provide Notice to Proceed by close of August 2, 2019, I would complete the field assessment by August 9, 2019. I would provide preliminary results via email by close of business on Friday,August 9 and deliver a final letter in pdf format via email to you by close of Wednesday August 21, 2019. The contract term would extend until October 31, 2019. BUDGET y);-4 The proposed budget for the work is$3,750.00 as described in Attachment A. Work would be performed on a time and materials, not to exceed basis. CONTRACT TERMS Based on prior experience with the City's standard professional services agreement,I am agreeable to the City's terms and conditions except I request that the Excess Liability Limits and Employers Liability Limits provisions be waived. This request is based on the fact that I am the sole employee of Struck Environmental, Inc.and the contract is very short duration and requires minimal field work. I appreciate the opportunity to provide this proposal to you and the City of Bremerton. If you have any questions or need any information, please contact me any time. Thank you.
