THE CITY OF BREMERTON
AND
THE BREMERTON POLICE OFFICER'S GUILD
This Memorandum is drafted to address the Specialty Unit, Directed Enforcement Team(DET).
This Team will be staffed as needed per the Chief and will be attached to the Patrol Operations
Division. The goal of the DET is to eliminate street crime city wide.
Reporting Supervisor
-The DET will report directly to the Patrol Operations Captain or his/her designee.
Assigned Duties
-The DET's duties will primarily be Mountain Bike Patrols in the downtown area, or wherever
street level disruption needs addressed, but is subject to change based upon the department's
needs. It is anticipated the department's Intelligence Lead Policing(ILP)will work in unison
with the DET on mission assignments of various natures.
Hours of operation
-The primary hours of operation will be (4) consecutive 10 hour days - Tuesday thru Friday,
0900-1900, but as per BPOG CBA Article 6.1, The Department shall provide at least 72 hours
advance notice of the need to adjust schedules for these special units. The purpose of the unit's
schedule changes will not be for patrol coverage(unless under direction of the Chief or his/her
designee); it will be for the directives of the DET and other work groups.
-The normally scheduled hours should not be shifted in order to facilitate the working of regular
patrol overtime, although officers assigned the DET shall be allowed to work patrol overtime
according to the CBA.
Miscellaneous
-A list of officers who are Patrol Mountain Bike qualified to ride, will also be established to
assist this unit when they have vacancies or long term leave and to grow the unit in the future.
Also, qualified officers will be used for special events in the city requiring more bike officers.
The DET will not be utilized to fill manpower shortages except in extreme and rare
circumstance. Management does have the right to utilize the DET in these instances.
