SUMMARY: On January 16, 2019 a contract was executed with FCS Group to conduct an
evaluation of the workload of the Engineering Division. The work scope currently includes a staff
assessment to identify gaps between desired areas of focus and where time is spent, along with
development of recommendations to close the gaps. The proposed amendment will
benchmark/compare City staff levels against other municipalities with similar functions, will
incorporate capital work delivered outside of Engineering into the total capital delivery analysis, and
will recommend the best use of consultants in Capital project delivery.
ATTACHMENTS: 1) Contract Modification Agreement No. 1; 2) Exhibit A Scope of Work Amended
FISCAL IMPACTS (Include Budgeted Amount): The current contract amount is $53,970; the
proposed amendment is $44,990 bringing the contract total to $98,960. This study is paid for by the
professional services line items budget for 2019 in Water, Wastewater, Storm Water, and
Transportation Funds. No budget adjustment is required.

RECOMMENDED MOTION:
Move to approve Contract Modification Agreement No. 1 with the FCS Group for the Engineering
Division Workload Study; and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
