SUMMARY: Wastewater from Naval Base Kitsap— Bremerton has been determined to have high
salinity that is negatively impacting City wastewater treatment infrastructure and processes. To
quantitatively and financially evaluate the impact of the high salinity wastewater, the City is hiring a
consultant with subject-matter expertise to study the impact. The City sent out an RFP to qualified
consultants on the MRSC Consultant Roster and selected HDR Engineering to conduct the study
based on their proposal. A contract with HDR Engineering has been negotiated for$231,900. The
study will be conducted during 2019 and early 2020, culminating in a final report in June 2020.
ATTACHMENTS: Professional Services Agreement, with attached Exhibits A, B, and C.
FISCAL IMPACTS (Include Budgeted Amount): An expenditure of$125,000 has been
programmed in the 2019 Wastewater Capital Fund; and $125,000 will be budgeted in the 2020
Wastewater Capital Fund

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with HDR Engineering, Inc. for the
Wastewater Salinity Impact Study; and authorize the Mayor to finalize and execute the contract with
substantially the same terms and conditions as presented.
