The “Rescue One” program is funded through a property tax of $.50 or less per thousand of assessed valuation. This property tax has to be renewed every 6 years. This is not a new tax, but a continuation, otherwise the funding stops. ATTACHMENTS: Resolution No. 3319 FISCAL IMPACTS (Include Budgeted Amount): This property tax generates approximately $1.3 million dollars. Failure to pass the levy would jeopardize the paramedic program. WHEREAS, it is deemed necessary to the public health, safety and welfare that the City of Bremerton (the “City”) provide emergency medical care and emergency medical treatment to its citizen; and WHEREAS, the Fire Department of the City of Bremerton is in need of monetary funds for present and future funding to continue its emergency medical service; and WHEREAS, the City currently has a six year emergency medical services levy, but the levy rate has fallen from $0.50 per $1,000 of assessed value to $0.36 per $1,000 of assessed value; and WHEREAS, a property tax levy would perpetuate and enhance the Bremerton emergency medical services program by funding personnel costs, training and related equipment, supplies, vehicle and structures needed for the provision of such care or services not including the costs of transportation to and from medical treatment facilities; and WHEREAS, RCW 84.52.069 provides for the levy of regular property taxes in an amount not to exceed $0.50 per $1,000 of assessed valuation if such increased levy is for six years or less, replaces a levy and is authorized by a ballot proposition approved by a majority of the voters at an election held within the taxing district; and WHEREAS, in order to replace the current levy that expires in 2020, the City Council has determined that it is in the best interest of the City and its residents to submit a proposition under RCW 84.52.069(2) to the voters for their approval or rejection; NOW THEREFORE THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Purpose and Description of Ballot Proposition. For the purposes identified below, the Council seeks voter approval under RCW 84.52.069(2) for a regular property tax levy, as follows: (a) Purpose. The amounts collected in 2020 through 2025 pursuant to the increase authorized shall be used solely to provide medical care and emergency services in the City. 2 EMS Levy 2019 (b) Maximum Levy Rate Authorized in 2020-25. The proposition would authorize a regular property tax levy of $0.50 or less per $1,000 of assessed value for levy beginning in 2019 through 2024 and to be collected in 2020 through 2025. If the proposition passes, the City will levy the tax to be collected in 2020 under this new proposition and not under the proposition approved in 2014. SECTION 2. Overview This section provides an overview of the changes from the previous 6 year project list (2019-2024) to this year’s 6 year project list (2020-2025). The changes are segmented by: projects removed; projects added; and other changes. Projects were generally not removed, however, the total TIP cost was reduced significantly due to consolidation listed below and projects being implemented in future years (i.e. 2026+) which reduced the total amount of cost reported. The major revisions to the project list are as follows: 1. Removed and consolidated projects with redundant scopes; 2. Removed all SR303 projects pending recommendations from Corridor Study 3. Removed completed projects; 4. Added or adjusted projects to be consistent with the Comprehensive Plan; 5. Added newly funded projects; 6. Added unique ID to each project; Projects Removed: TIP ID Comments Non Motorized Circulation Plan, Define Major Corridors N/A Duplicate with Navy Commuter Master Plan (ID# TR00037) 2007 Non Motorized Transportation Plan Implementation N/A Duplicate with Green Standard Bicycle and Pedestrian Improvements (ID#’s TR00114 & TR00113) Warren Avenue Improvements for Bus Rapid Transit (Study) N/A Duplicate with SR303 Corridor Study (ID# TR00008) Warren Avenue: SR303 Corridor Improvements – Burwell to Riddell N/A Pending recommendations from SR303 Corridor Study Warren Avenue – Reconstruct inter at 16th, and extend left turn pocket to 13th N/A Pending recommendations from SR303 Corridor Study Warren Avenue – Pedestrian/Bike Improvements 11th to Bridge South Approach N/A Pending recommendations from SR303 Corridor Study Kitsap Way: Chico Way / Northlake Blvd Roundabout N/A Duplicate with West Kitsap Way Reconstruction/Rechannelization (Chico to SR-3) project (ID# TR00096) Kitsap Way Bike Lane Improvements (See WSCC Proposal) N/A Duplicate with West Kitsap Way Reconstruction/Rechannelization (Chico to SR-3) project (ID#TR00096) Kitsap Way Multimodal Conversion Phase I: Northlake to Lakehurst N/A Duplicate with West Kitsap Way Reconstruction/Rechannelization (Chico to SR-3) project (ID#TR00096) Kitsap Way Multimodal Conversion Phase II: Lakehurst to SR-3 N/A Duplicate with West Kitsap Way Reconstruction/Rechannelization (Chico to SR-3) project (ID#TR00096) Arterial and Collector Streets - Maintenance N/A Duplicate with Project ID# TR00139 Arterial and Collector Streets - Preservation N/A Duplicate with Project ID# TR00139 Arterial and Collector Streets - Reconstruction N/A Duplicate with Project ID# TR00139 Sidewalk Reconstruction with PSE Power Pole Relocation N/A Duplicate with Green Standard Pedestrian Improvements (ID# TR00113) Austin Drive Bike/Ped Street Markings N/A Duplicate with Green Standard Bicycle and Pedestrian Improvements (ID #TR00113 & TR00114) Manette E. 11th Sidewalk/Storm Low Impact Development Retrofit (joint w/ Storm) N/A Project funded and included in scope of work for Perry Avenue Reconstruction Project (ID#TR00001) Warren Avenue Improvements North of Bridge to Sheridan, Reconstruction N/A Pending recommendations from SR303 Corridor Study Sylvan Way Sidewalk Improvements N/A Duplicate with Sylvan Reconstruction Project (TR00016) SR304 (Montgomery to Warren Ave) LAPA with WSDOT Preservation Project N/A Project Completed 2019 SR-303 Mid-Block Crossings (HAWK Signals) N/A Pending recommendations from SR303 Corridor Study City Safety Plan Implementation N/A Duplicate with City Safety Improvement (ID# TR00066 Residential Streets – All projects N/A Duplicate with other transportation projects on the list (i.e. traffic calming, sidewalk, major maintenance) or projects were not eligible for capital (i.e. labor, office supplies) Projects Added: TIP ID Comments Navy Commuter Master Plan TR00037 Quantifies parking deficit and a series of implementable projects to address lack of NBK parking.
