SUMMARY:
In February 2019, the City accepted a Highway Safety Improvement Program (HSIP) grant to
improve bike lanes and traffic signals on Kitsap Way and improve traffic signals on State Route 303.
The City advertised a Request for Qualifications and received proposals from three firms to perform
the design. Three firms were interviewed and SCJ Alliance was selected to perform the design.

FISCAL IMPACTS (Include Budgeted Amount): The consultant fee for design is $365,458 and is
eligible for 90% grant funding. The 10% City match is funded from REET.

RECOMMENDED MOTION:
Move to approve the Local Agency Professional Services Cost Plus Fixed Fee Consultant Agreement
with SCJ Alliance, Inc. for Design of Kitsap Way (SR310) &Warren Avenue (SR303) Traffic Signal
and Multimodal Safety Project; and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented
